SUBJECT:
Code Amendment, Zoning Ordinance, Chapter 14, Medical and Animal Clinic Parking 

Purpose:

This is a request for City Council to adopt an Ordinance amending Article 14-23 (“Parking and Loading Requirements”) of the Zoning Ordinance pertaining to Health Clinics and Veterinarian Hospitals or Clinics.

 

The City has not received any correspondence in support or opposition to this proposal. On September 29, 2016, the Planning & Zoning Commission recommended approval of this change through a 6-0 vote. There were no speakers present at the hearing. 

Background/Summary:

The Zoning Ordinance was initially adopted by the City in 1977.  Over the years, a number of amendments have been adopted to address new development trends, respond to legislative mandates and/or Council directives and maintain a current and relevant regulatory document.  Amendments to the Zoning Ordinance are typically initiated by staff but may also be initiated by private parties.

 

The purpose of this amendment is to update the minimum parking requirements for Health Clinics and Veterinarian Hospitals or Clinics. The research showed that the requirements for the uses specified are out of alignment with industry standards and result in excessive parking and/or limitations on development. These findings were confirmed through a review of local ordinances, industry requirements and professional sources such as the Institute of Transportation Engineers (ITE) and the Urban Land Institute (ULI). 

Previous Actions:

A public hearing was completed for this item at the September 29, 2016 Planning and Zoning Commission meeting.  The Planning and Zoning Commission unanimously recommended approval of this request with a 6-0 vote.
Options:

A: Approve as recommended by Staff and the Planning & Zoning Commission; or

B: Approve with modifications; or

C: Deny; or

D: Continue action to a date certain or indefinitely; or

E: Remand back to the Planning & Zoning Commission for further consideration.      

Staff Recommendation:

Discussion and possible action to concur with the Planning and Zoning Commission's recommendation to adopt ORD. 2016-33, amending Chapter 14 of the Peoria City Code (1977 Edition), by amending Article 14-23 "Parking and Loading Requirements" regarding Medical Clinics and Veterinarian Hospitals or Clinics (TA16-0005). 
Fiscal Analysis:

There is no anticipated fiscal impact.
Narrative:

Should the Mayor and City Council affirmatively take action as recommended, the Ordinance would become effective within 30 days of signature.
