Grants, State of Arizona Department of Homeland Security, Various Fire Department Programs 

Purpose:

This is a request for City Council to authorize the Peoria Fire-Medical Department to accept two grants from the Arizona Department of Homeland Security totaling $58,500 for the CBRNE and TLO programs.
Background/Summary:

The Peoria Fire-Medical Department has been working collaboratively over the past several years to develop various emergency response programs.  In order to further integrate Peoria as part of the statewide disaster response program, the Peoria Fire-Medical Department has received 2016 Homeland Security Grant funds from the Arizona Department of Homeland Security (AZDOHS) in the amount of $58,500 to (1) strengthen chemical, biological, radiological, nuclear or explosive (CBRNE) weapon detection, response and decontamination capabilities; and (2) sustain and enhance the Terrorism Liaison Officer (TLO) program.

 

The Fire-Medical Department received an award in the amount of $50,000 to purchase supplies and provide training to support, enhance and maintain CBRNE operations. 

 

The Fire-Medical Department also received an award in the amount of $8,500 to purchase equipment and supplies to support TLO operations and provide access to critical information when out in the field.  The TLO program functions as a Field Intelligence Unit in support of police tactical, hazardous material, explosive special operations and uncommon event types.

 

These grants are reimbursable with funding through September 2017. 

Previous Actions:

City Council has previously accepted grants from AZDOHS.  This will be the tenth consecutive year that the City of Peoria has received grant funding from this organization.

Options:

A:  Accept the two grant awards in the amount of $58,500 from the Arizona Department of Homeland Security and approve a budget adjustment in the amount of $58,500 from the Proposed Grants Contingency Account to the Homeland Security Fund, thus providing expenditure authority.

 

B:  Do not to accept the grants from the Arizona Department of Homeland Security.

Staff Recommendation:

Discussion and possible action to: (a) authorize the Fire-Medical Department to accept two grant awards in the total amount of $58,500 from the Arizona Department of Homeland Security to be used to strengthen chemical, biological, radiological, nuclear or explosive detection, response and decontamination capabilities; and sustain and enhance the Terrorism Liaison Officer program; and (b) approve a budget amendment in the amount of $58,500 from the Proposed Grants Contingency account to various Homeland Security Grant Fund accounts.

Narrative:

Once the grants are approved by City Council the contract funds will be available for use for each program.
