| | | | | | | | Purpose:
This is a request to approve a contract with Felix Construction for a guaranteed maximum price of $1,286,213 to construct site improvements for three well and reservoir sites recently acquired by the City. |
| | | | | | | | Background/Summary:
The City's FY2017-FY2026 Capital Improvement Program includes the New River System Acquisition project that provides funding through a Water Infrastructure Finance Authority (WIFA) loan for rehabilitation work at three recently acquired water utility sites previously owned by New River Water Company.
On October 5, 2015, Mayor and Council approved a loan from WIFA to fund the purchase of the New River Water Company and subsequent improvements to bring key portions of the sites up to City standards. These necessary improvements include updates to site security, communication, disinfection and well rehabilitation items.
After approval of the loan, staff worked with Kimley Horn & Associates to create construction documents for the project. The design effort was recently completed and staff approached Felix Construction, one of the City's Job Order Contractors (JOC) for utility facility work, to generate a Guaranteed Maximum Price (GMP) to complete construction.
Construction of this project will bring Well Sites 3, 4, and 6 up to current City standards for the above mentioned items while providing increased operational efficiency and water system redundancy in the New River system area. These well and reservoir sites are the key sites for operating the New River system.
Construction of this project is expected to be completed by the end of FY17. |

Mayor and Council approved the WIFA loan for the project at the October 5, 2015 City Council meeting.
The City Attorney's Office, Materials Management Division, and the Engineering Department administratively approved all other previous contractual items. |

B: Deny approval of the New River System Improvements contract. This will result in cancellation of the project. |

There is funding available in the FY2017 CIP for construction of the New River System Improvements. Payments will be made from Water Account 2270-2350-543002-CIPWR-UT00390 in the amount of $1,286,213. |
