Right-of-Way License, Sonoran Mountain Ranch Road Radar Feedback Signs 

Purpose:

This is a request for City Council to discuss the adoption of a Resolution authorizing the execution of a Right of Way License to allow the Sonoran Mountain Ranch Homeowners Association (HOA) to place two radar feedback signs within the right of way of Sonoran Mountain Ranch Road.

Background/Summary:

Due to increased speeds of the vehicles traveling in and out of their community the Sonoran Mountain Ranch HOA reached out to the City to see what options were available to them to help minimize speeding along Sonoran Mountain Ranch Road.  As a result of the subdivision layout the community did not qualify for speed humps therefore the next best option available to them are radar feedback signs.  The cost for installation and maintenance of the signs will be paid by the Sonoran Mountain Ranch HOA.  The Sonoran Mountain Ranch HOA requested that the City allow them to place the signs within existing right of way for greater visibility.  Staff reviewed and approved their request with the understanding that the City and Sonoran Mountain Ranch HOA enter into a Right of Way License agreement.

Previous Actions:

Development and Engineering Department staff reviewed this request and is in favor of granting the right of way license to the Sonoran Mountain Ranch HOA.

 

Options:

 A:  Approve the adoption of the Resolution authorizing the execution of the Right of Way License to allow the placement of two radar feedback signs within City right of way.

 

B:  Deny adoption of the Resolution resulting in the existing traffic conditions to remain.

Staff Recommendation:

Discussion and possible action to adopt RES. 2017-06 authorizing the City Manager to execute a Right-of-Way License to allow the placement of two radar feedback signs within the right-of-way of Sonoran Mountain Ranch Road.

Fiscal Analysis:

There is no fiscal impact to the City associated with granting this Right of Way License.

 

Narrative:

Recordation of this License will provide a public record of the terms allowing the placement of the radar feedback signs.
