SUBJECT:
Budget Transfer, Butler Water Reclamation Facility Repair Work, Capital Improvement Project - UT00313

Purpose:

This is a request to approve a budget transfer in the amount of $102,632 from the Butler Reclaimed System Expansion project to the Butler WRF Plant Equipment Upgrade and Replacement project.
Background/Summary:

The City's Capital Improvement Program (CIP) includes a project known as Butler Reclaimed System Expansion.  This project is on the verge of completion and the project will realize a budget savings of $102,632.  The project is currently taking place on the Butler Water Reclamation Facility site.

Recently the staff identified issues on the site relating to chemical feed lines for the odor scrubber system at the plant.  These lines need to be repaired, but sufficient funding is not available in this year's O&M budget to perform the work.  The Butler WRF Plant Equipment Upgrade and Replacement project was setup to deal with exactly these types of issues.  Due to other needs at the plant, the Butler WRF Plant Equipment Upgrade and Replacement project budget is also not sufficient to meet the cost of the required work.

Previous Actions:

No previous actions.
Options:

A:     Approve the budget transfer.  Specific accounts are included in the recommendation section.

B:     Deny approval of the budget transfer.  This will result in a delay of the required improvements until FY18, which would create operational issues.

Staff Recommendation:

Discussion and possible action to approve a budget transfer in the amount of $102,632 from the Butler Reclaimed System Expansion Project, Wastewater System Account to the Butler WRF Equipment Upgrade and Replacement project, Wastewater System Account for chemical feed repair work on the Butler Water Reclamation Facility.
Fiscal Analysis:

The transfer of funds between wastewater funded projects will not negatively impact the Wastewater Fund.

Narrative:
