This is a request for City Council to approve an Amendment to the Intergovernmental Agreement (IGA) with the Peoria Unified School District (PUSD) for Swimming Pools Joint Use and update the certification agency listed in the agreement.

The City and PUSD have previously entered into agreements to construct and operate Pools and Facilities on school property for both the City and PUSD use. The most recent IGA was signed in April 2016.

After extensive research and a competitive bid process, the City of Peoria Aquatics division has procured Starfish Aquatics Institute to be the authorized provider of lifeguard certifications for the City of Peoria Aquatics employees.  The City was previously under contract with the American Red Cross and will be transitioning to Starfish Aquatics prior to the opening of the 2017 spring and summer seasons. 

This proposed amendment simply will replace the title “American Red Cross” with “nationally certified” in referencing lifeguard requirements.

The original IGA for Peoria Unified School District Swimming Pools Joint Use was approved by the City Council on April 18, 2016.    

A. City Council can approve the Amendment to the IGA with PUSD updating the language regarding certification requirements.

B. City Council can elect to disapprove the Amendment to the IGA which will decline changes to the language for certification requirements.

           C. City Council can request additional information from staff.

There is no additional financial impact to the City of Peoria with this agreement.
