This is a request for City Council to adopt an Ordinance renumbering current Chapter 19 (Personnel) to Chapter 6 and amending various sections of the Peoria City Code. |
| | | | | | | | Background/Summary:
As discussed at the January 24, 2017 Council Study Session, City staff began a comprehensive review of the City Code in July 2016. A comprehensive review of the City Code has not been completed for many years. As a result of the review, staff is recommending that the arrangement of the code chapters be changed to reflect a systemic order. Staff is recommending that the current City Code Chapter 19 (Personnel) become Chapter 6 (Personnel). Chapter 19 will be replaced by a new chapter focused on Cable Communication in a future Council Meeting.
Highlights of the topics amended to the new Chapter 6 (Personnel) include:
- Administrative formatting and wording for consistency in the City Code
- Updated definitions
- Human resources department; establishment and position classification plan
- System established
- Employee organization; public employees’ rights and unfair labor practices
- Employee organization; meet and confer process; dates
- Personnel board; establishment, members, meetings, rules and regulations duties (being moved in Chapter 3, Boards and Commissions)
- Hearings (being moved in Chapter 3, Boards and Commissions)
- Right of appeal (being moved in Chapter 3, Boards and Commissions)
- Method of appeal (being moved in Chapter 3, Boards and Commissions)
- Notice (being moved in Chapter 3, Boards and Commissions)
- Hearing (being moved in Chapter 3, Boards and Commissions)
- Findings and recommendations (being moved in Chapter 3, Boards and Commissions)
- Personnel Director
- Public Safety Retirement System Board Police and fire local boards; terms, elections procedures for employee members (being moved to Chapter 3 Boards and Commissions)
- Background investigations; prospective city employees
