Code Amendment, Renumber Chapter 19 to Chapter 6 Personnel, and amending various sections of the Peoria City Code 

Purpose:

This is a request for City Council to adopt an Ordinance renumbering current Chapter 19 (Personnel) to Chapter 6 and amending various sections of the Peoria City Code.
Background/Summary:

As discussed at the January 24, 2017 Council Study Session, City staff began a comprehensive review of the City Code in July 2016. A comprehensive review of the City Code has not been completed for many years. As a result of the review, staff is recommending that the arrangement of the code chapters be changed to reflect a systemic order. Staff is recommending that the current City Code Chapter 19 (Personnel) become Chapter  6 (Personnel). Chapter 19 will be replaced by a new chapter focused on Cable Communication in a future Council Meeting.  

 

Highlights of the topics amended to the new Chapter 6 (Personnel) include:

  •  Administrative formatting and wording for consistency in the City Code
  • Updated definitions
  • Human resources department; establishment and position classification plan
  • System established
  • Employee organization; public employees’ rights and unfair labor practices
  • Employee organization; meet and confer process; dates
  • Personnel board; establishment, members, meetings, rules and regulations duties (being moved in Chapter 3, Boards and Commissions)
  • Hearings (being moved in Chapter 3, Boards and Commissions)
  • Right of appeal (being moved in Chapter 3, Boards and Commissions)
  •  Method of appeal (being moved in Chapter 3, Boards and Commissions)
  • Notice (being moved in Chapter 3, Boards and Commissions)
  • Hearing (being moved in Chapter 3, Boards and Commissions)
  • Findings and recommendations (being moved in Chapter 3, Boards and Commissions)
  • Personnel Director
  • Public Safety Retirement System Board Police and fire local boards; terms, elections procedures for employee members (being moved to Chapter 3 Boards and Commissions)
  • Background investigations; prospective city employees

Options:

A: Approve the adoption of the Ordinance renumbering current City Code Chapter 19 (Personnel) to Chapter 6 (Personnel) and amending various sections of the Peoria City Code.

 

B: Do not approve the adoption of the Ordinance renumbering current Chapter 19 (Personnel) to Chapter 6 (Personnel) and amending various sections of the Peoria City Code.

Staff Recommendation:

Discussion and possible action to adopt ORD. 2017-11 amending Chapter 19 of the Peoria City Code pertaining to Personnel by renumbering it as Chapter 6 and amending various sections of the Peoria City Code.

Fiscal Analysis:

There is no direct fiscal impacts of this item.
