Purpose:

This is a request for City Council to adopt an Ordinance amending Chapter 2 (Administration)  section 2-207, and establishing the updated Community Services Department Fees Table. 
Background/Summary:

When fee changes are requested and approved, the Community Services Department updates its fee schedule, and formally files the fees table and appropriate ordinance with the City Clerk and City Attorney in accordance with Section 2-207 of Chapter 2 in the City Code. All fee adjustments are consistent with the cost recovery goals for the appropriate program or facility, and follow the guidelines in the Council Policy for Community Services Pricing and Fees (CP 1-11).

 

Peoria Sports Complex Fees

 

During the FY2018 budget process, increases to field rental fees and new fees for updated or newly built areas at the Peoria Sports Complex were proposed to offset the costs of increases in janitorial services ($15,000), new funding for part-time non-benefitted wages for staffing the new areas during Spring Training ($8,000) and increased costs for maintaining field standards ($5,000) equivalent to the requirements of Major League Baseball. The majority of the fees for the Peoria Sports Complex were not included in City Code in the past; however, this year’s ordinance will update the fees table to include rental (and other) fees at the Sports Complex. In the past, the fees included in the City Code were:

It is being proposed that the aforementioned fees be deleted and the following fees added to the Community Services Department fees table in the City Code for the Peoria Sports Complex:

The fee ranges listed above depend on the non-profit or for profit status of the organization renting the areas of the Sports Complex, as well as the time of year (month1) or day of the week2 for some areas of the facility.

 

Field Rental Fees (Neighborhood and Community Parks)

 

The Field Rental Fees for Neighborhood and Community Parks are being drastically updated to reflect a simpler format and charging convention. The range of each fee type (e.g. Multi-purpose Field, Ball Field, etc.) is indicated in the Community Services Department fees table in the City Code although there are several categories within each fee type that determine the costs for a field rental depending on qualifications (see below), location, and/or time of day. These categories are explained in detail in the Community Services Department Field Allocation Policy and are outlined below:

 

 Category 1:  City of Peoria use or contracted/co-sponsored events

 Category 2:  Peoria Unified School District use or other agencies with which the City of Peoria has a current Intergovernmental Agreement (IGA) in place

 Category 3:  Youth Sports Organizations that have met additional qualifications, such as league boundaries, insurance requirements, non-profit status and/or volunteer base (e.g. Little League); another change includes recovering hard costs from end users in this category

 Category 4:  Organized youth sports activities (e.g. club team practices or practices for private user groups)

 Category 5:  Organized adult and/or commercial sporting activities

 

The Community Services Department Field Allocation Policy will also be reviewed and updated in the coming months and submitted to City Council for approval. This document provides additional explanation of how fields are reserved and rented and what the fee categories entail.

 

The FY2018 update to the Community Services Department fees table in the City Code will eliminate the field rental fees that are currently outlined and replace them with the following:

The only increases are to the following fees:

 

  • Ball Field: General Rental – Practice ($20 increase to the top of the range for residents and $60 to the top of the range for non-residents)

  • Multi-Use Field: General Rental – Practice ($20 increase to the top of the range for residents and $60 to the top of the range for non-residents)

  • Additional Supervision/Personnel per hour ($30 increase to the top of the range)

  • Facility Cleaning Deposit ($500 increase to the top of the range)

 

The increases listed above allow for an option to increase the rental fees charged for organized adult and/or commercial sporting activities, increases to personnel costs with minimum wage increases and the ability to charge an increased facility cleaning deposit as needed.

 

Trail Rental Fees

 

Trail rental fees have not been included in the past. These new fees are outlined below and will be added to the Community Services Department Fees Table. The ranges vary depending on location.

Previous Actions:

City Council adopted the Community Services Pricing and Fees Policy in May 2012 as a guiding document for the allocation of and increase to fees for programs and services offered in the Community Services Department.

 

The City Attorney and Budget Department have reviewed and approved the fee changes for FY2018. Program revenue projections and/or supplemental requests for the FY2018 Budget included these fee increases.

 

In accordance with state statute, proposed fee changes have been posted on the City of Peoria website for 60 days, a “notice of intent” has been posted in hard-copy format as well as on the City of Peoria website, and in the Peoria Times for several editions. In addition, the notice of intent has been posted on City of Peoria social media pages (Twitter and Facebook).


Options:

The following options are possible for the City Council to recommend:

 

  1. Authorize the approval of suggested fees increases and changes to simplify fee categories for FY2018 and approve Ordinance No. 2017-38 to amend section 2-207 of Chapter 2 of the City Code and update the Community Services Department Fees Table for FY2018.

     

  2. Direct staff to revisit fee recommendations for FY2018 and create a new FY2018 budget package for the Community Services Department that reflects changes to fees and associated revenue estimates.


Staff Recommendation:

Discussion and possible action to adopt ORD. 2017-38 amending Chapter 2, section 2-207 pertaining to Community Services Department Fees and amending various sections of the Peoria City Code.
Fiscal Analysis:

An increase in fees for renting various areas, as well as new fees for the newly created or remodeled areas at the Peoria Sports Complex, will assist in funding the increases in janitorial services ($15,000), part-time non-benefitted wages for staffing the new areas during Spring Training ($8,000) and increased costs for maintaining field standards ($5,000) equivalent to the requirements of Major League Baseball, as requested through supplemental in the FY2018 budget process. Adding new fees for trail rentals and re-naming fees for field rentals at community and neighborhood parks to facilitate customer understanding should increase revenues for the community parks by an estimated $30,000.
