Amendment 2, Intergovernmental Agreement, Maricopa County Trail Alignment 

Purpose:

This is a request for City Council to approve the Second Amendment to an Intergovernmental Agreement (IGA) with Maricopa County with regard to trail signage.


Background/Summary:

In 2008, City Council approved an IGA with the Maricopa County Parks and Recreation Department for the purpose of support and construction of a segment of the Maricopa Regional Trail within the City of Peoria. The Maricopa Regional Trail is a regional trail adopted by the County, incorporating the old Sun Circle (historic) Trail and generally following river alignments where possible. It targets Maricopa County parks so that it can be easily segmented into phases or segments. Each of the cities affected by these trails has been part of the planning process from its inception.

 

In 2015, the City Council approved the First Amendment with Maricopa County to provide an alternative route at the Agua Fria River and Jomax Road to the east to Lake Pleasant Parkway, Lake Pleasant Parkway on the west to the CAP. The purpose of the reroute was to provide an existing connection and usable trail.   

 

This second amendment specifically addresses signage along the trail. Stating specifically the County is responsible for the maintenance and installation if its signs on the Trail Segment through the city. Secondly, it states the city agrees to authorize county trail designation and wayfinding signage on the city’s existing sign infrastructure, where appropriate and upon city review.


Previous Actions:

  • The original IGA for the Maricopa Trail was approved by the City Council on March 4, 2008.    

  • The first amendment to the IGA for the Maricopa Trail was approved by the City Council on May 5, 2015.


Options:

  1. The Council can approve the Second Amendment to the IGA with Maricopa County that will provide trail signage language. 

  2. The Council can elect to disapprove the Second Amendment to the IGA that will not allow the trail signage language.


Staff Recommendation:

Discussion and possible action to approve the Second Amendment to the Intergovernmental Agreement (IGA) with Maricopa County for the Maricopa Trail Alignment.
Fiscal Analysis:

There is no additional financial impact to the City of Peoria with this agreement.
