Public Art for Northern Community Park 

Purpose:

This is a request for the City Council to accept the Arts Commission recommendation to approve the chosen artists for the artwork at Northern Community Park to Beth Nybeck and David Boyer, and authorize the City Manager to execute any applicable agreement or amendment to Beth Nybeck in the amount of $173,000 and David Boyer in the amount of $86,666 to construct and install public art at Northern Community Park.

 

Background/Summary:

Understanding the importance of incorporating art into the design of the Northern Community Park early in the process, staff felt the best way to achieve this was for the design-build team to contract with an art consultant. 

 

The consultant went through a comprehensive process to work with all interested parties to include them in the public art process.  This included working with the Arts Commission, the review panel (panel), the public, staff, the Parks and Recreation Board and the City Council. 

 

For this public art piece, 140 artists submitted an application for this park, of which 15 artists were from Arizona.  After two separate reviews, the panel selected five finalists.  Those artists presented their concepts to the panel on February 9th.

 

The Northern Community Art was placed on the agendas of both the Parks and Recreation Board and the Arts Commission.

 

At the April 11, 2017 Arts Commission meeting, the Commission recommended the works of art designed by Beth Nybeck “Vida” and David Boyer “Songbirds”.

 

 

 

Previous Actions:

 

  • On February 9, 2017, the Northern Community Park Art Review Panel recommended the concepts provided by David Boyer and Beth Nybeck.

 

  • On April 11, 2017, the Arts Commission recommended the concepts provided by David Boyer and Beth Nybeck.

     

  • On May 16, 2017, the two finalists’ works were presented at City Council Study Session.

Options:

The following options are possible for the City Council to recommend:

 

A: City Council can accept the recommendation from the    Arts Commission to enter into contracts with both David Boyer  “Songbird” and Beth Nybeck “Vida”.

 

B:  City Council can choose to approve either the artwork from David Boyer “Songbird” or Beth Nybeck “Vida”.

 

C.   City Council can reject both proposals and request staff to seek additional proposals.


Staff Recommendation:

Discussion and possible action to: (a) approve the Arts Commission recommendation to enter into contracts with both David Boyer and Beth Nybeck to construct and install public art pieces at Northern Community Park and (b) authorize the City Manager to execute any applicable agreement or amendment to Beth Nybeck in the amount of $173,000 and David Boyer in the amount of $86,666 to construct and install public art at the Northern Community Park.

Fiscal Analysis:

These items are fully budgeted in FY 2018 in Percent for the Arts Fund, Improvements Other than Buildings - account number 1111-0120-541003.
