| Intergovernmental Agreement, City of Phoenix, Proposed 83rd Avenue Fixed Route Bus Service |
|
| | | | | | | | Purpose:
This is a request for City Council to approve an Intergovernmental Agreement (IGA) between the City of Peoria and City of Phoenix to provide for the operation of the 83rd Avenue fixed bus route scheduled to begin service in October 2017. The agreement with the City of Phoenix is to provide administrative services, equipment, personnel and management services to Peoria for purposes of operating the 83rd Avenue bus route from Camelback Road to the north side of Bell Road. The proposed route will connect three cities and intersect Peoria’s current routes 106/Peoria Avenue and 138/Thunderbird Road. |
| | | | | | | | Background/Summary:
The proposed 83rd Avenue fixed route has been discussed with City Council over the past eighteen months and was included in updates as recent as the FY18 budget discussions. The fixed transit 83 Avenue bus route will begin in late October and incur a partial year budget. The cost is based on mileage for operating seven days a week. The annual amount for fixed route service in the first year is estimated to be $994,956. Subsequent years are estimated to cost $1,268,569 based on twelve months of service. Collected annual fare box revenue will serve as a credit to offset costs and is estimated at $149,243. |
| | | | | | | | Options:
A: The Mayor and Council could act to approve an IGA for the 83rd Avenue Fixed Bus Transit Route between the City of Peoria and the City of Phoenix.
B: The Mayor and Council could decline to approve the IGA Contract. |

| | | | | | | | Fiscal Analysis:
