Intergovernmental Agreement Amendment, Regional Public Transportation Authority, ADA Paratransit Service Agreement 

Purpose:

This is a request for City Council to approve an Intergovernmental Agreement Amendment with RPTA for the ADA Paratransit Service. Contract Number 151-75-2018.
Background/Summary:

The City of Peoria Transit Division currently provides American with Disabilities Act (ADA), Paratransit Service through the Dial-a-Ride program. This agreement outlines the reimbursement of allowable costs by RPTA to Peoria for transporting ADA certified riders as well as delineating the amount that Peoria will pay RPTA to provide taxi cab services. The agreement was valid through June 30, 2018. The last amendment to this agreement was approved by City Council on August 26, 2016.

 

The amendment adds schedule “A” to the agreement entered July 1, 2013. The amendment modifies schedules “C” and “E” as entered on July 1, 2015, and identifies the amount of the annual funding from RPTA. Consistent with RPTA’s budget process, these schedules will be updated annually.

 

Schedule “A”,

For the period of time July 1, 2017 through June 30, 2018, the amount of $255,095 represents the value of transit service paid for by the RPTA to the benefit of the City of Peoria. It is based on the Regionally Funded Fixed and Express Route calculation estimates of daily revenue miles of service times number of service days times cost per mile of service.

For the period of time July 1, 2016 through June 30, 2017, the City of Peoria will pay RPTA an amount not to exceed $223,918 to compliment existing Dial-a-Ride service with taxi cab service contracted through RPTA. Last fiscal year, the city provided 7797 taxi cab rides to Peoria residents. This hybrid delivery model is in the best interest of the City and the citizens who utilize the service.

 

Effective June 30, 2016, transfers between Dial-a-Ride providers were eliminated. The modification benefits Northwest Valley Dial-a-Ride (NWVDAR) customers which include Peoria residents who wish to travel beyond the boundaries by requiring the customer contact the Regional Dial-a-Ride (RDAR) transportation to arrange the entire trip without transfers. For the period from July 1, 2017 through June 30, 2018, the City of Peoria will pay RPTA an amount not to exceed $108,223 for this service.

 

Schedule “E”

For the period July 1, 2017 to June 30, 2018 the maximum amount of Public Transportation Funds (PTF) available for the City of Peoria to reimburse city expenses is $234,300. The PTF will pay actual costs for ADA trips and other requests for paratransit service made by ADA certified riders up to the maximum amount. Total reimbursements to the City will not exceed the actual costs associated with usage of the service. Any remaining ADA PTF funds not used may be requested by Peoria for other ADA certified rider eligible expenses, and certified by the City’s chief financial officer or designee.

Options:

A: The Mayor and Council could approve an IGA Contract # 151-75-2018 for ADA PARATRANSIT SERVICE between the City of Peoria and the RPTA. This includes service provided by Trans-Dev ADA Transportation funds and the ADA Platinum Pass Program.

 

B: The Mayor and Council could decline to approve the IGA Contract # 151-75-2018.

 


Staff Recommendation:

Discussion and possible action to approve amendment No. 4 to an Intergovernmental Agreement with the Regional Public Transportation Authority for the ADA Paratransit Service. 
Fiscal Analysis:

Funding for this request is currently reflected in Transit’s Fiscal Year 2018 budget.
