Budget Transfer, Electronic Citation Software License Purchase 

Purpose:

Discussion and possible action to: (a) authorize the use of Local Judicial Collection Enhancement Funds to purchase licenses for electronic citation software; and (b) approve a budget transfer in the amount of $17,850 from the Proposed Grant Contingency account to the Local Judicial Collection Enhancement Fund Software Support and Maintenance account to provide expenditure authority for this purchase.

Summary:

In January 2018, electronic citation software was installed on mobile data computers assigned to officers. This eliminated the need for separate handheld devices used to issue electronic citations. It also eliminated the need for handwritten citations when a handheld device was not available. With this change, the City will no longer need to purchase handheld hardware, as only software is needed. Due to this cost savings, police and court staff feel it would be beneficial to fully deploy electronic citation software to all traffic, patrol, and K9 squads. In order to outfit these squads, the City of Peoria Police Department will need additional software licenses. If approved, this funding would allow the Department to be 100% deployed in electronic citation software, which will provide efficiency for both the Police Department and the City Court.

Previous Actions/Background:

City council authorized the use of $218,386 for expansion of the electronic citation system to 90 patrol vehicles in Fiscal Year 2010.
Options:

A:  Approve the budget transfer for $17,850 to the Local Judicial Collection Enhancement Fund to purchase software licenses for the electronic citation system.

 

B: Choose not to approve the budget transfer for $17,850 to the Local Judicial Collection Enhancement Fund to purchase software licenses for the electronic citation system.

 

 

Staff Recommendation:

Staff recommends Option A, approving the budget transfer for $17,850 to the Local Judicial Collection Enhancement Fund for the purpose of purchasing software licenses for the electronic citation system.
Fiscal Analysis:

Funding in the amount of $17,850 is available from the JCEF.  Request a budget transfer of $17,850 from Grant Contingency (7990-7990-570000) to the Local Judicial Collection Fund Software Support and Maintenance Account (8062-8062-525008), thus providing authority to purchase software licenses for the electronic citation system.
