Summary:
In the summer of 2017, the city contracted with Matrix Consulting Group to conduct a Strategic Growth Plan for the Police Department. Matrix Consulting Group was selected through a competitive procurement process. The selection committee consisted of six staff members representing sworn and non-sworn representatives from the Police Department, leadership from the Peoria Police Officers Associations (PPOA) and the City of Peoria Police Supervisors Association (COPPS), Finance Department and Public Works-Utilities Departments, as well as executive management.
The scope of the study involved the entire department and focused on key areas of analysis that help to identify efficiencies, and provide strategies to plan for the city’s significant growth. The three areas included:
1. Ten year projection of personnel resources
Determine necessary resources for the next ten years based on objective analytical data.
2. Deployment Operation Strategy
Conduct a deployment analysis that maximizes the efficiency and effectiveness of our patrol functions, as well as support and investigation activities.
3. Organizational Structure and Management
Analyze the current management structure and responsibilities and make recommendations to improve organizational structure.
The consultant has completed their work, and will provide an overview of their findings.
