Intergovernmental Agreement, City of Phoenix, Phoenix Fire Department Regional Dispatch System 

Purpose:

Discussion and possible action to authorize the City Manager to execute an Intergovernmental Agreement with the City of Phoenix to effectively provide emergency fire, medical and other services through the Phoenix Fire Department Regional Dispatch System.

Summary:

In previous years, the City of Peoria has maintained this type of Intergovernmental Agreement with the City of Phoenix to provide emergency fire, medical and other services.

 

The Phoenix Fire Department Regional Dispatch System, also known as the Automatic Aid System, has been in existence since 1976 to provide the highest levels of services in conjunction with the most effective use of local fire department resources working collaboratively through intergovernmental cooperation between the Cities, Towns, Fire Districts and governmental jurisdictions.

 

It is the desire of the Phoenix Fire Department Regional Dispatch System participants to join in this agreement to continue to improve the nature and coordination of emergency assistance to incidents that threaten loss of life or property within the geographic boundaries of their respective jurisdictions.  It is further the determination of each of the parties that the decision to enter into this Phoenix Fire Department Regional Dispatch System agreement  constitutes a fundamental governmental policy of the parties which is automatic in nature, and includes the determination of the proper use of the resources available with respect to the providing of governmental services and the utilization of existing resources of each of the parties, including the use of equipment and personnel.

Previous Actions/Background:

The City of Peoria first entered into an Intergovernmental Agreement for Automatic Aid in 1984, and has been a member of the Automatic Aid Consortium ever since. The Automatic Aid Intergovernmental is updated approximately every ten years.

Options:

A: Approve the request as proposed.

 

B: Reject the request and provide further guidance to staff.

Staff Recommendation:

Staff recommends to approve the intergovernmental agreement with the City of Phoenix to effectively provide emergency fire, medical and other services through the Phoenix Fire Department Regional Dispatch System.

Fiscal Analysis:

 Annual fees are approved in each fiscal year budget.
