Repurpose CIP Project and Expenditure, Crosspoint Communications, Vistancia Radio Site 

Purpose:

Discussion and possible action to: (a) approve the repurpose of $350,000 of the funding for the Vistancia Radio Site; and (b) approve expenditure with Crosspoint Communications in an amount not to exceed $346,495.

Summary:

Radio coverage in northern areas of the city is less than optimal, specifically at Sunrise Mountain High School, Smart Center, Lake Pleasant Elementary, and Vistancia Elementary, which have been tested and found to be below acceptable radio frequency (RF) levels for radio coverage. The Information Technology Department and the Police Department have collaborated to resolve these issues.

 

The proposed solution is to repurpose $350,000 of the funding for the Vistancia Radio Site to improve the in-building coverage at these locations by enhancing both incoming and outgoing signals. An Emergency Responder Radio Communications System is necessary to enable communications for these buildings and if approved, installation of a distributed antenna system (DAS) network, along with a bi-directional amplifier, would improve city public safety radio coverage at these four sites.

Previous Actions/Background:

The Vistancia Radio site was approved in the FY19 CIP for $2,000,000. City staff are working to identify a location for this radio site that will address the current coverage issues in northern areas of the city and address potential issues with future growth north of the CAP. The cost for this new radio site is estimated to be $1,600,000. The timeline for this site to be completed has not been determined as there is uncertainty in the potential growth north of the CAP.

Options:

A: Approve the repurpose of $350,000 of the Vistancia Radio Site project funding to address the officer safety and in-building coverage issues at Sunrise Mountain High School, Smart Center, Lake Pleasant Elementary, and Vistancia Elementary; and approve expenditure with Crosspoint Communications to complete the work through State Contract #: ADSPO19-00008376.

 

B: Not approve the repurpose of funding for these enhancements. The Vistancia Radio Site project location evaluation and subsequent construction would continue.

Staff Recommendation:

Staff recommends that Council: (a) approve the repurpose of the Vistancia Radio Site and (b) approve expenditure with Crosspoint Communications in the amount of $346,494.61.

Fiscal Analysis:

Funding is available in the Vistancia Radio Site (IT00034) CIP project accounts.
