Felix Construction Company, Sonoran Mountain Ranch West Tank Rehabilitation 

Purpose:

Discussion and possible action to approve a contract in an amount not to exceed $1,842,208 with Felix Construction Company to provide construction services for the rehabilitation of the 1.4 million gallon Sonoran Mountain Ranch West Tank, in accordance with budget authority previously approved by Council.

Summary:

The City’s FY2022-FY2031 Capital Improvement Program (CIP) includes the Water Facility Reconditioning Program that provides funding for the design and construction of improvements to the City’s distribution and production facilities to meet Peoria’s operational needs and water quality standards. The Sonoran Mountain Ranch Site is one of over 40 facilities included in the program. The existing site contains one 1.4 million gallon (MG) steel storage tank, one 1 MG steel storage tank, and a booster pump station. As water facilities age, they require ongoing maintenance and rehabilitation efforts to continue to provide quality water to the surrounding area. Both tanks will be needing rehabilitation but operations require that we always have at least one tank in service to service this part of the City. The 1.4 MG Sonoran Mountain Ranch West Tank was constructed in 2005 and will be rehabilitated with this project.  Once this tank rehabilitation is completed, we will have more flexibility on the timing for the rehabilitation of the other 1.0 MG tank.

In addition to funding from the Water Facility Reconditioning Program, additional funding will come from the Water System R&M Expense Program, which is included in the FY2022-FY2031 CIP. This additional funding will assist with the rehabilitation construction efforts. Funding from the Water System R&M Expense Program supports rehabilitations and major repairs of water distribution and treatment infrastructure.

Proposed improvements at the 1.4 MG Sonoran Mountain Ranch West Tank include the rehabilitation or replacement of the following components:

 

 

  • All roof rafters
  • Center support system
  • Addition of ventilation
  • Addition of mixing and blower equipment
  • Exterior and interior coating systems
  • Cathodic protection


The City is using a Job Order Contract with Felix Construction Company (Felix).  The City issued a Request for Proposal in 2018 to select four (4) Job Order Contractors for Water/Wastewater treatment facilities projects. Felix Construction Company (Felix) was selected during this competitive process.

Site construction is expected to begin in late fall 2022 and complete by early spring 2023.

Previous Actions/Background:

There are no previous Council actions on this project. The City Attorney’s Office, Materials Management Division, and the Developing and Engineering Department administratively approved all previous contractual items in accordance with the City’s competitively solicited Job Order Contract with Felix Construction Company.

Staff Recommendation:

Staff recommends approval of the contract with Felix Construction Company in the amount of $1,842,207.07.

Fiscal Analysis:

Funding for this contract is available in the FY2022 budget for the Water Facility Reconditioning program (UT00206) and Water System R&M Expense Program (UT00438). Payments will be from water accounts 2050-2140-543002-CIPWR-UT00206 and 2050-2140-543002-CIPWR-UT00438.
