Discussion and possible action to award an individual job order in the total amount of $1,646,707 to contractor, Nesbitt Contracting Co., Inc., pursuant to the master job order contract ACON01717 for Pavement Maintenance and Repair.

In FY21, the City Council received a presentation by the Peoria Public Works Department, Streets Division, on the results of a technical survey of all the City’s streets. Known as the "Pavement Management Program", this information was used to rate the conditions of each section of street to more effectively prioritize needed treatment schedules, based on operational goals and objectives. In addition to receiving information on pavement management fundamentals, the Council provided direction on pavement management goals, performance measures, and the strategies that factor into a successful program of lifecycle maintenance.

Based on the City's Pavement Management Program and goal to provide Superior Levels of Public Service, the Public Works Department, Streets Division has completed an evaluation and determined that roadways within Crystal Cove and Braewood Peoria I & II communities are a priority for an asphalt mill (remove), distressed surface layer/s, and overlay (replace) with new asphalt maintenance.

The City Council received a presentation on the City's Pavement Management Program at the March 3, 2021 Study Session. The method of contractor selection was in accordance with the City of Peoria policies and applicable authority as overseen by the Materials Management Division of the Budget and Finance Department. A Request for Proposals was issued in 2017 to select two (2) Job Order Contractors for ongoing Pavement Maintenance and Repair Services for the Public Works/Streets Department. Nesbitt Contracting Co., Inc. was selected during this competitive RFP process and was subsequently selected for this project based on their past positive performance with the City and their expertise with Pavement Maintenance and Repair projects.

Staff recommends that City Council authorize the job order contract to mill and overlay roadways in Crystal Cove and Braewood Peoria I & II communities, as a part of its Pavement Management Program.
