PUBLIC HEARING - Planned Community District Amendment, Aloravita, 83rd Avenue and Happy Valley Road 

Purpose:

Discussion and possible action to concur with the Planning and Zoning Commission’s unanimous (6-0) recommendation to adopt ORD. 2022-04, approving an amendment to the Aloravita Planned Community District to remove approximately 26 acres from the existing entitlement area.

Summary:

The applicant, Rob Bassett of the Pederson Group Inc., represented by Paul Gilbert of Beus Gilbert McGroder PLLC, is requesting to amend the Aloravita Planned Community District (PCD) boundary to remove approximately 26 acres from the PCD along with an associated Minor General Plan Amendment and rezoning request located at the northeast corner of 83rd Avenue and Happy Valley Road. The request, if approved, would facilitate development of several vacant parcels as an integrated mixed-use project including commercial, residential and religious facility uses.

 

This request has been proposed in combination with an associated Minor General Plan Amendment and Rezoning request (Cases GPA17-04 & Z17-27). These cases will be presented together as one item with three corresponding actions.

 

Please note that the associated staff report, exhibits, and findings are contained within the agenda item for Case Z17-27 to avoid redundancy.

 

Corresponding Cases

 

  1. Aloravita PCD Amendment (Case Z 08-02A.3) -- THIS ITEM: Proposal to remove 26 acres from the Aloravita PCD master plan. This 26 acres will be incorporated into the new 45-acre Trailhead Planned Area Development.

  2. Minor General Plan Amendment (Case GPA 17-04): Proposal to re-designate above-affected 26 acres from Traditional Residential (2-5 du/ac) to Mixed-Use Main Street.

  3. The Trailhead PAD (Case Z 17-27): Proposal to establish a new Planned Area Development (PAD) entitlement over the entire 45 acres for a proposed mixed-use development called The Trailhead.
Previous Actions/Background:

  • On April 7, 2022, the Planning and Zoning Commission held a public hearing and voted 6-0, recommending approval of the Rezoning request to amend the Aloravita Planned Community District (PCD) boundary and the associated General Plan Amendment and Rezoning requests for the Trailhead development. There were eleven (11) speakers in support of the case(s) and six (6) speakers in opposition to the case(s).
Options:

A: Approve as recommended by Staff and the Planning & Zoning Commission; or
B: Approve with modifications; or
C: Deny; or
D: Continue action to a date certain or indefinitely; or
E: Remand to the Planning & Zoning Commission for further consideration.
Staff Recommendation:

APPROVE Case Z08-02A.3, as recommended by Staff and the Planning and Zoning Commission (6-0), subject to the Conditions of Approval identified within Exhibit 1 of this report.
Fiscal Analysis:

This request is not expected to have inordinate budgetary impacts to the City.
