Discussion and possible action to: (a) award a contract in the amount of $720,786 to Brightview Landscape Services to construct the 67th Avenue, Olive Avenue to Redfield Road landscape enhancements; and (b) approve a budget amendment in the amount of $100,000 from the Transportation Sales Tax Fund Contingency account to the 67th Avenue, Olive Avenue to Redfield Road Landscape Enhancements account, in accordance with budget authority previously approved by Council. |
| | | | | | | | Summary:
The City’s FY2022-FY2031 Capital Improvement Program includes the 67th Avenue, Olive Avenue to Redfield Road Landscape Enhancement project. There are certain sections of landscaping along the west side of 67th Avenue, from Olive Avenue to Redfield Road that are within the existing right-of-way and are maintained by the city. The sections are outdated and in need of enhancement, restoration, and beautification. This project will include upgrading the existing landscape material and refreshing the decomposed granite. Upon project completion, these updates will beautify the area, which in turn promotes a sense of community pride.
On January 20, 2022, the City issued an Invitation for Bid (IFB) for Construction Services of the 67th Avenue Landscape Enhancements. On February 10, 2022, bids were opened. The City received two bids and Brightview Landscape Services was determined to be the lowest, responsive bidder with a bid price of $720,785.33.
Construction is expected to begin in May 2022 and be completed summer 2022.
It should be noted that the project’s proposed budget in the FY2023-FY2032 Capital Improvement Program includes additional funding to cover this cost. However, in order to award this contract, funding is needed in this current fiscal year.

There are no previous Council actions on this project. The City Attorney’s Office, Materials Management Division, and the Development and Engineering Department administratively approved all previous contractual items.
The Development and Engineering Department initiated the procurement of these services through the City’s Job Order Contract (JOC). However, the Guaranteed Maximum Price (GMP) received from the contractor exceeded the project budget and therefore, it was determined the low bid procurement process would be utilized. |
