Review and discussion of updates to Council Policy 1-11 and City Code Fee Table 27-5 related to service fees in the Parks and Recreation, Neighborhood & Human Services, and Arts, Culture & Library Services departments. |
| | | | | | | | Summary:
Discussion will include updates to Council Policy 1-11; subsequent adoption of a proposed Administrative Procedure by the City Manager and City Attorney; and updates to City Code Fee Table 27-5. The recommendations are designed to improve the efficiency of operating departments in stewarding fee-based services to the citizens of Peoria; will establish fee table maximums that provide capacity to meet budgeted cost recovery goals; and will relocate staff operating functions and processes from Council Policy 1-11 to the proposed Administrative Procedure. These recommendations will preserve citizen accessibility and affordability for using fee-based services as well as administrative accountability of staff for operating fee-based services within the guidelines set forth in Council Policy 1-11.
Council Policy 1-11 is recommended for update. These include corrections of dated terminology and the relocation of staff functions to the Administrative Procedure. Council authority and oversight of fee-based services through the cost recovery pyramid remains status quo. A copy of the proposed amendments is attached.
City Code Fee Table 27-5 is recommended for update. These include corrections of dated terminology; the reorganization of specific program fees into program fee categories; and increases to fee maximums to facilitate meeting the budgeted cost recovery goals. A copy of the proposed changes is attached.
Governing elements of the Council Policy remain in effect in the revised Council Policy. Operating functions remain in effect in the proposed Administrative Procedure. Increases to the fee maximums in the Fee Table remain subject to public notice and City Council approval. Actual program fee increases remain subject to review and analysis with the budget office. |
