SUBJECT:
Master Intergovernmental Agreement, State of Arizona Department of Transportation, Traffic Management and Operations 

Purpose:

Discussion and possible action to adopt RES. 2023-52 approving a Master Intergovernmental Agreement with the State of Arizona Department of Transportation for traffic management and operations.

Summary:

The City of Peoria and the State of Arizona Department of Transportation (ADOT) currently each own and operate separate Intelligent Transportation Systems (ITS). Both the City and ADOT recognize the extensive infrastructure and systems foundation that each has established and agree to advance collaboration with each other to leverage infrastructure and systems for regionally integrated operations.

 

By entering into a Master Intergovernmental Agreement (IGA), the City of Peoria and ADOT agree to share infrastructure and execute integrated corridor management (ICM) projects. Through collaboration on ITS initiatives, the City and ADOT will expand their respective systems and contribute to the regional communications effort, thus resulting in a mutual benefit and cost savings for both. Each entity is committed to continuing efforts associated with regional initiatives that leverage existing infrastructure and resources and implementing new initiatives to support coordinated traffic management, traveler information dissemination, and ongoing operations and maintenance.

 

Below is a summary of the terms of the Master IGA:

  • The City of Peoria and ADOT agree to mutually develop ITS, Infrastructure and Systems, Incident Management and AZTech Partnership projects.
  • Projects may be proposed by either party, and shall become effective, as an Addendum to the Master IGA, upon mutual approval of the City and ADOT.
  • Projects will detail specific processes for coordination, communication, freeway and arterial system operations when a freeway closure necessitates diverting freeway traffic onto City and/or County arterial streets.
  • Projects can also be used to share infrastructure such as conduit or fiber. If shared, the Project will specify in detail what is being shared, who has primary responsibility, and how it is being maintained.
Previous Actions/Background:

There are no previous Council actions for this project. 

Staff Recommendation:

Staff recommends adoption of the resolution approving a Master Intergovernmental Agreement with the State of Arizona Department of Transportation for traffic management and operations.

Fiscal Analysis:

No new fiscal impact.
