Addendum One, Master Intergovernmental Agreement, State of Arizona Department of Transportation, Traffic Management and Operations 

Purpose:

Discussion and possible action to adopt RES. 2023-53 approving Addendum One to the Master Intergovernmental Agreement with the State of Arizona Department of Transportation for traffic management and operations.

Summary:

Through a previous item on the April 25, 2023 City Council agenda, the City requested to enter into a Master Intergovernmental Agreement (IGA) with the State of Arizona Department of Transportation (ADOT) for traffic management and operations. In accordance with the Master IGA, projects may be proposed by either party, and shall become effective, as an Addendum to the Master IGA, upon mutual approval of the City and ADOT. The City has proposed a project and ADOT has approved the project, and therefore, an Addendum to the Master IGA is requested.

 

The proposed project entails the allocation of eight fiber strands by ADOT (four on each side of the freeway) for City use along SR303 from El Mirage Road to Lake Pleasant Parkway. This will allow the City to integrate its communication network with the State’s Freeway Management System (FMS) fiber backbone along SR303, which will support communications between the City’s Traffic Management Center (TMC) and field devices. 

 

The addition of these fiber strands, in conjunction with the fiber being installed as part of the City’s North Peoria Communications Backup Capital Improvement Program (CIP) project, will provide a redundant fiber path to the existing one fiber trunk that serves all of Peoria north of Union Hills Drive. The fiber line provides communication to the traffic signals and Intelligent Transportation Systems (ITS) infrastructure. Additionally, the City’s Information Technology (IT) Department also uses the fiber line to connect to City facilities including the Sunrise Mountain Library, the Pinnacle Peak Public Safety Facility, and various Public Works sites that utilize SCADA.

Previous Actions/Background:

The Master Intergovernmental Agreement (IGA) with the State of Arizona Department of Transportation was presented to Council for consideration on April 25, 2023.

Staff Recommendation:

Staff recommends adoption of the resolution approving Addendum One to the Master Intergovernmental Agreement with the State of Arizona Department of Transportation for traffic management and operations. 

Fiscal Analysis:

No new fiscal impact. No payment shall be made to either entity for the use of the resources identified in the project, including but not limited to:

  •  TMC staff/personnel that participate in responsibilities outlined in the Addendum;
  •  Other on-call or after-hours response personnel identified by the City and ADOT that may participate in responsibilities outlined in the Addendum.
