PUBLIC HEARING - Minor General Plan Amendment, Streamliner Peoria, Southwest Corner of 87th Avenue and Peoria Avenue 

Purpose:

Discussion and possible action to concur with the Planning and Zoning Commission’s recommendation, by adopting RES 2023-70, approving  an amendment to the Old Town Specific Area Plan, by re-designating a 6.2-acre site located at the southwest corner of 87th Avenue and Peoria Avenue, from Office Mixed Use to Old Town High-Density Residential (25 – 40 dwelling units per acre).

Summary:

The applicant, Brian Greathouse of Burch & Cracchiolo, P.A. on behalf of Greenlight Communities, is requesting the approval of a Specific Plan Amendment and Rezoning (PAD amendment) to facilitate the development of a new 190-unit, gated multi-family residential community ("Streamliner") and future commercial phase on a vacant site of approximately 7.6-gross acres in size, located at the southwest corner of 87th Avenue and Peoria Avenue (Exhibit #1).  The SAP amendment only applies to the 6.2 acre portion of the overall 7.6 acre site.

 

To avoid redundancy, the report and the associated information is included in the accompanying Rezoning staff report.  Staff will provide one presentation and then seek separate actions on the associated SAP Amendment and Rezoning.

Previous Actions/Background:

  • On April 20, 2023, the Planning and Zoning Commission held a public hearing. The applicant was present to speak on behalf of the requests.  There were two (2) members of the public present to speak on the matter.  The Commission voted 5-0, recommending approval of the Minor General Plan Amendment.
Options:

A. Approve as recommended by the Planning and Zoning Commission; or
B. Approve with modifications; or
C. Deny; or
D. Continue action to a date certain or indefinitely; or
E. Remand to the Planning & Zoning Commission for further consideration.
Staff Recommendation:

APPROVE Case GPA22-02 as recommended by the Planning and Zoning Commission.

Fiscal Analysis:

This request is not expected to generate inordinate budgetary impacts to the City
