Discussion and possible action to approve a contract for $1,096,488.49 with Felix Construction Company for the installation of equipment for the Greenway Water Treatment Plant On-Site Hypochlorite Generation project. |
| | | | | | | | Summary:
The City’s ten year Capital Improvement Program (CIP) includes the Greenway Equipment Upgrade & Replacement Program (UT00316) and the Water System R&M Expense Program (UT00438), which will provide funding for the construction of an on-site hypochlorite (chlorine) generation system at the Greenway WTP.
The City of Peoria originally constructed the Greenway WTP in 2000 and commissioned the plant in 2002. The plant treats water from the Salt River Project Canal and supplies potable water to the southern part of the City. The plant was designed and constructed with a gaseous chlorine system to disinfect water before it enters the City’s distribution system. Gaseous chlorine is a hazardous product and extreme care must be taken in its use and handling. The chlorination facilities at the Greenway WTP have reached the end of their useful life, and staff has decided to install a new on-site chlorine generation system in lieu of further repair or replacement of the existing system. The proposed on-site chlorine generation system is inherently safer by producing liquid chlorine from a brine solution, much like a salt water swimming pool.
If approved, the chlorine generation system will provide a safer environment for our Plant Operations staff and the residential neighborhood adjacent to the plant, save money on chemical costs, and eliminate the need for the rehabilitation and maintenance of the existing gaseous chlorine system. This contract is for the construction of the on-site chlorine generation system and its appurtenances. The majority of the construction is expected to occur during the plant’s annual scheduled shutdown at the end of 2023, with an anticipated project completion date of Summer 2024. |
