Discussion and possible action to adopt RES. 2023-79 designating Kevin Burke, Deputy City Manager/Chief Financial Officer, to submit the Annual Expenditure Limitation Report to the Arizona Auditor General. |
| | | | | | | | Summary:
The City is required to annually designate a Chief Fiscal Officer who is authorized by the governing body to submit the Annual Expenditure Limitation Report (AELR).
Kevin Burke continues to serve as the Chief Financial Officer until a regular replacement is appointed. Therefore, he would be designated with the authority to submit the report. A.R.S. 41-1279.07(E) requires each municipality to annually provide to the Auditor General, by July 31, the name of the Chief Fiscal Officer the governing body has designated to officially submit the current year's AELR on the governing body's behalf. The designation must be by resolution and in the specific resolution format prescribed by the Auditor General. |

Arizona municipalities are subject to constitutional expenditure limitations prescribed by Article IX, Sections 20 and 21 of the Arizona Constitution. Each municipality is required to submit an AELR every year to the Auditor General showing compliance with the expenditure limitation. The City of Peoria passed Resolution 2022-65 on June 21, 2022 to fulfill this requirement last year. |
