Summary:
The City’s FY2023-FY2032 Capital Improvement Program (CIP) includes the Water System Water Facility Reconditioning Program which provides funding for the design and construction of improvements to the City’s distribution and production facilities to meet Peoria’s operational needs and water quality standards. The Salter Well Site was one of seven water facility sites included in the City’s acquisition of the New River Utility Company (NRUC) water system in 2015. The existing site contains a well, 1-million gallon (MG) steel reservoir, and booster pump station. As water facilities age, they require ongoing maintenance and rehabilitation efforts to continue to provide quality water to the surrounding area. The 1.0 MG Salter Tank was constructed in 1997 and has not been rehabilitated, nor any major repairs or improvements in the 26-years that it has been operational.
In addition to funding from the Water System Water Facility Reconditioning Program, supplementary funding will come from the Wellhead Water Quality Mitigation Program, included in the FY2023-FY2032 CIP. The Wellhead Water Quality Mitigation Program provides funding to rehabilitate water sites to ensure regulatory compliance. This supplementary funding will assist with the tank rehabilitation construction efforts.
Proposed improvements at the 1.0 MG Salter Tank include the rehabilitation or replacement of the following components:
- All roof rafters and plates
- Center support system
- Addition of ventilation
- Addition of mixing and blower equipment

Exterior and interior coating systems
- Cathodic protection
The City is using a Job Order Contract with Felix Construction Company (Felix). The City issued a Request for Proposal in 2018 to select four (4) Job Order Contractors for Water/Wastewater treatment facilities projects. Felix was selected during this competitive process.
Tank construction is expected to begin June 2023 and be complete by early spring 2024. This will correspond with the ongoing site rehabilitation work for the balance of the site, including well equipping, new booster pumps and piping, electrical components, and site grading, all anticipated to be complete by December 2023.
Public outreach to the surrounding community and stakeholders was completed in September 2022 with the start of the site improvements, including a mailer notification and project hotline phone number made available for any questions or concerns regarding the site construction. This same ongoing outreach will continue with the tank rehabilitation as this effort is overlapping the site work.
