Summary:
This agenda item approves amended Council Policy 1-11 and approves amended City Code Fee Table 27-5. The amendments are designed to improve the efficiency of operating departments in stewarding fee-based services to the residents of Peoria; will establish fee table maximums that provide capacity to meet budgeted cost recovery goals; and will relocate department operating functions and processes from Council Policy 1-11 to the Administrative Procedure to be reviewed and adopted by the City Manager and City Attorney. These amendments will preserve resident accessibility and affordability for registering for fee-based services as well as administrative accountability of staff for operating fee-based services within the guidelines set forth in Council Policy 1-11.
If City Council approves adoption of amended Council Policy 1-11, it will correct dated terminology; and relocate department operating functions to the Administrative Procedure.
If City Council approves to adopt ORD. 2023-08 amending City Code Fee Table 27-5, it will correct dated terminology; allow the reorganization of specific program fees into program fee categories; and increase fee maximums to facilitate meeting the budgeted cost recovery goals.
Governing elements of the Council Policy remain in effect in the revised Council Policy. Council authority and oversight of fee-based services through the cost recovery pyramid remains status quo. Operating functions remain in effect in the proposed Administrative Procedure. Some increases to the fee maximums in the Fee Table remain subject to the public notice requirement, upon City Council approval.
