Agreement, Long Lead Steel and Electrical Switchgear Procurement, Sports Complex Maintenance Building and Auxiliary Fields, Peoria Sports Complex at 83rd Avenue and Stadium Way 

Purpose:

 

 

 

 

Discussion and possible action to approve an agreement to Haydon Building Corp for a not-to-exceed Guaranteed Maximum Price amount of $546,126 for the advance procurement of a pre-engineered steel building package and new electrical switchgear for a replacement Sports Complex Maintenance Building and lighted auxiliary sports fields located at the Peoria Sports Complex at 83rd Avenue and Stadium Way.

Summary:

The adopted FY2023 Capital Improvement Program, project CS00240 – Sports Complex Maintenance Building’ entails the replacement of the original 30 plus year old maintenance building, warehouse structures, and ad hoc shade canopies with a new Sports Complex Maintenance Building and Secured Maintenance Yard that both compliments the facilities constructed at Paloma Community Park and supports future phased Sports Complex improvements.  Relocating the neighborhood parks equipment from the MOC and combining with the stadium maintenance functions at the Sports Complex is beneficial to service delivery in the southern half of Peoria.

 

The Maintenance Building and Secured Maintenance Yard project is being executed concurrently with project CS00257 – Peoria Sports Complex Auxiliary Field and Parking Improvements’.  This project entails the conversion of two existing half fields into full sized, LED illuminated fields. 

 

During the design phase of these projects, staff have been monitoring the increasingly prolonged procurement timeframes on pre-engineered building steel packages and electrical switchgear and panelboards.  Recent industry reports have US suppliers quoting new electrical service switchgear between 50 and 70 calendar weeks.  Pre-engineered steel buildings also have a long procurement path to fabrication and delivery and require specialty engineering design and separate permitting from the rest of the project.  To maintain a construction schedule that is least impactful to the 2024 and 2025 Spring Training seasons, the advance bidding and award of these specific components needed to occur early and run concurrent with the path toward final project bidding and a Guaranteed Maximum Price (GMP) construction contract.

 

The construction phase agreement prepurchase award value of $546,126.25 is comprised of the following components:

 

$444,537.96

Most advantageous bid package value for the pre-engineered building steel and electrical switchgear and panelboard packages (Maintenance Shop)

 

$101,588.29

Most advantageous bid package value for the electrical switchgear and panelboard package (Mariners & Padres Auxiliary Field Conversations)

$546,126.25

In addition to the above agreement, staff will administratively amend the design and preconstruction services agreement ACON#35422 in the amount of $16,812 for technical submittal approval tasks.  The balance of the pre-negotiated Construction Administration services will be awarded at the time of the final construction GMP.  Professional services (non-taxable) and construction (taxable) are purposefully segregated into separate agreements in this form of alternative project delivery.

 

Staff and Haydon Building Corp have mutually developed a project construction schedule for the maintenance shop, secured maintenance yard, and auxiliary fields conversion that starts in Fall 2023 and continues through Spring Training 2024 until Fall 2024.

 

Staff anticipates that over the summer months, design will reach completion enabling the start of City and County permitting and Haydon Building Corp’s efforts to competitively bid the entire project and prepare the Guaranteed Maximum Price (GMP) construction contract.  Staff anticipates the GMP will be presented to the Mayor and Council in September 2023.

Previous Actions/Background:

On March 22, 2022 the Mayor and Council approved a change in scope for CS00240 – Sports Complex Maintenance Building.  This action changed the project from a small maintenance office expansion to a replacement maintenance shop and secured maintenance yard as part of a larger sequence of Peoria Sports Complex improvements.

 

In October 2022, an agreement for design and preconstruction services (ACON35422) was awarded at the conclusion of publicly advertised, qualifications based solicitation for design and construction.

Staff Recommendation:

Staff recommends that the Council approve an agreement to Haydon Building Corp for a Not-To-Exceed GMP amount of $546,126.25 for the advance procurement of a pre-engineered steel building package and new electrical switchgear for a replacement Sports Complex Maintenance Building and lighted auxiliary sports fields located at the Peoria Sports Complex at 83rd Avenue and Stadium Way.

Fiscal Analysis:

Financial commitments for these items will be made from approved funding in the FY2024 Capital Improvement Program as follows:
