Discussion and possible action to award a contract in the total amount of $1,780,718 to contractor, Via Sun Corporation, pursuant to Job Order Contract, ACON09222 for Pavement Maintenance and Repair. |
| | | | | | | | Summary:
Based on the City's Pavement Management Program and goal to provide Superior Levels of Public Service, the Public Works Department, Streets Division has completed an evaluation and determined that roadways within the Crosswinds and Steeple Hill communities are a priority for an asphalt mill (remove), distressed surface layer/s, and overlay (replace) with new asphalt maintenance.
This "mill and overlay" will eliminate multiple distresses and provide a smoother riding surface, reduce ongoing maintenance costs, and increase the pavement lifecycle. |
| | | | | | | | Previous Actions/Background:
The City Council received a presentation on the City's Pavement Management Program at the March 3, 2021 Study Session, on the results of a technical survey of all the city’s streets. Known as the "Pavement Management Program", this information was used to rate the conditions of each section of street to more effectively prioritize needed treatment schedules, based on operational goals and objectives and as part of an overall successful program of lifecycle maintenance.
The method of contractor selection was in accordance with the City of Peoria policies and applicable authority as overseen by the Materials Management Division of the Budget and Finance Department. A Request for Proposals was issued in 2021 to select two (2) Job Order Contractors for ongoing Pavement Maintenance and Repair Services for the Public Works/Streets Department. Via Sun Corporation was selected during this competitive RFP process and was subsequently selected for this project based on their past positive performance with the City and their expertise with Pavement Maintenance and Repair projects. |

Staff recommends that Council award the contract for rehabilitation and maintenance of the Crosswinds and Steeple Hill communities pursuant to the Public Works, Streets Division’s Pavement Management Program. |
