Discussion and possible action to approve ORD. 2023-14, updating City Code Fee, Rent, and Charges Table 27-5 related to maximum service fees in the Parks and Recreation, Neighborhood & Human Services, and Arts, Culture & Library Services departments. |
| | | | | | | | Summary:
This is the second of two actions to approve the proposed fee changes. The first action occurred June 6, when the range maximums were adopted for those programs that did not require public posting. In accordance with state statute, proposed fee changes not related to registration based programs and classes (such as field rental fees) have been posted on the City of Peoria website 60 days prior to this Council Meeting. These fee changes have also been posted on City of Peoria social media pages for 15 days prior to the Council Meeting consistent with state law.
Again, the fee maximums listed below were those that necessitated the posting requirement. These fee increases have been requested based on market trends as well as fulfilling cost recovery and revenue goals of the associated program or service. The actual fee change versus the proposed maximums can be found on the attachment labeled "Table of Fee Maximums vs. Actual Rate."

At the May 16, 2023 City Council Study Session, review, discussion and advancement of Council Policy 1-11 was addressed. In addition, Fee Table 27-5 in the Peoria City Code and Administrative Procedure: General Fund Fee Based Services Pricing and Fees was reviewed. The amended Council Policy 1-11 and the proposed Fee Table 27-5 related to registration based programs and classes were approved at the June 6, 2023 Council Meeting. |

Staff recommends that Ordinance 2023-14 and thus the related City Code Fee, Rent, and Charges Table 27-5 be approved. |

This requested action will generate additional revenue for the City. As registration numbers continue to climb, these amounts should continue to increase over the fiscal year. |
