Summary:
June 30, 2023 marked the conclusion of the Fourth Quarter of Fiscal Year 2023 (FY2023). The attached schedules list FY2023 Fourth Quarter Budget Amendments and FY2023 Fourth Quarter Chargebacks, which under current Council and/or administrative policy require Council approval. A Budget Amendment is an action that reallocates budget authority from one part of the budget to another part of the budget. The overall total budget does not change.
These amendments and chargebacks have been reviewed by the Finance and Budget Department and are submitted to Council for approval. The following listing describes the budget amendments by category.
FY2023 Fourth Quarter Budget Amendments Summary:
Grants and Outside Sources: The amendment in this category represents a Human Resources Department grant award from the Maricopa County Department of Public Health. The Grants and Outside Sources adjustments total $6,305. In the case of grants, although it is new revenue coming from an outside source, by state law, cities may not increase their total budget to accommodate that grant. Consequently, there is a transfer of budget authority from contingency to the appropriate line item related to the grant in order to spend the money. This is why it is considered a Budget Amendment.
Clean-Up: The amendments in this category include reclassification of ongoing budget authority to the correct fund where the invoices are paid; repurposed software license savings for department training; and correction of the fund being used for a debt service payment. The Clean-Up adjustments total $3,445,944.
Chargebacks and Arts: The items in this category represent an administrative mechanism for charging capital projects for project management and procurement services provided by city staff, as well as the one percent (1%) charge for public art. Each quarter, budget authority is moved to individual capital projects to be charged. The Chargebacks and Arts adjustments total $987,426.
