Expenditure Authority, Capital Improvement Projects, Pavement Management Program, and Pavement Preservation 

Purpose:

Discussion and possible action to approve expenditure in the total amount of $4,909,316 to contractor, ViaSun Corporation, pursuant to On-Call Contract, ACON34520 for the application of Micro-Surfacing, Slurry Seal and Asphalt Seal Coat, in accordance with budget authority previously approved by Council.

Summary:

In FY21, the City Council received a presentation by the Peoria Public Works Department, Streets Division, on the results of a technical survey of all the city’s streets. Known as the "Pavement Management Program", this information was used to rate the conditions of each section of street to more effectively prioritize needed treatment schedules, based on operational goals and objectives. In addition to receiving information on pavement management fundamentals, the Council provided direction on pavement management goals, performance measures, and the strategies that factor into a successful program of lifecycle maintenance.

Based on the City's Pavement Management Program and goal to provide Superior Levels of Public Service, the Public Works Department, Streets Division has completed an evaluation and determined that the following Peoria roads are priorities for pavement preservation treatments in FY24.

 

Slurry Seal Project Areas:

Cibola Vista, North Ranch, La Jolla Groves, Erin Groves, Thunderbird Acres, Fletcher Heights, Sweetwater Place, Cobblestone Village, Ryland at Silvercreek, Park View West, Westfield Gardens, Citadel, 94th Avenue Butler Drive to Olive Avenue, 95th Avenue Butler Drive to Olive Avenue and Butler Drive 94th Avenue to 95th Avenue

 

Micro-Surfacing  Project Areas:

Asphalt Seal Coat Project Areas:

Sonoran Mountain Ranch, Aloravita, Trailside at Happy Valley, Ventana Lakes, Sweetwater Ridge, Tierra Norte, Crown Point and Candlewood Estates, Foxwood, Chesapeak – Catalina, Cactus Meadows-Promenade-Peoria Village and West Point Estates.


The City is using an existing On-Call contract with ViaSun Corporation. The City issued an Invitation for Bids in 2020 to select a contractor for Micro & Slurry Seal projects and received three (3) bids. ViaSun Corporation was the lowest bidder during this competitive process. 

Previous Actions/Background:

The City Council received a presentation on the City's Pavement Management Program at the March 16, 2021 Study Session.  The method of contractor selection was in accordance with the City of Peoria policies and applicable authority as overseen by the Materials Management Division of the Budget and Finance Department.

 

  

Staff Recommendation:

Staff recommends that City Council authorize the expenditure for micro-surfacing, slurry seal and seal coats in the aforementioned communities and roads as a part of its Pavement Management Program.

Fiscal Analysis:

Funds available in 7000-7050-543011-CIPST-PW00138 and PW00027, previously approved through the Budget process.
