| | | | | | | | Summary:
In October 2022, the City of Peoria approved an agreement to Haydon Building Corp for the design of a replacement maintenance building at the Peoria Sports Complex. One of several contemplated capital investments in the Peoria Sports Complex, the maintenance shop replaces the original maintenance shop (circa early 1990’s) and addresses staff and equipment growth in the Parks, Recreation, and Sports Facilities Department. A replacement maintenance shop to complement the facilities constructed at Paloma Community Park provides for balanced levels of service in the north and south and enables the future expansion of one auxiliary practice field each for the Seattle Mariners and San Diego Padres.
In June 2023, a subsequent Council approval authorized the advance financial commitment to procure the long-lead pre-engineered building steel and the building electrical gear, each with extended delivery times. In July 2023, the Sports Complex Maintenance Building project entered the agency permitting phase concurrent with competitive bidding by Haydon Building Corp to pre-qualified trade subcontractors per ARS Title 34. Over 180 bid invitations were sent, 81 subcontractors submitted bids, and 35 subcontractors will be awarded subcontracts upon approval of the Guaranteed Maximum Price (GMP) for construction. An award of this amendment for construction under LCON03123 will authorize Haydon Building Corp to finalize trade subcontracts within 45 days of the Council’s approval, locking in project pricing in a still escalating construction market.
This project was designed alongside a complementary Auxiliary Fields Expansion project, ensuring each project was cross coordinated. A business decision to pause the Auxiliary Fields Expansion project necessitates continuing forward with certain key infrastructure, namely APS power feeds, roadway extension, staff parking improvements, and the demo/site restoration of the former maintenance shop. In support of such, a portion of funding from CS00257 – Peoria Sports Complex Auxiliary Field and Parking Improvements will be used to fund these improvements in the first phase of construction.

On June 6, 2023 the Mayor and Council approved LCON03123, the initial construction agreement for the long lead procurement of the pre-engineered metal building, electrical switchgear and panelboard packages. Staff administratively amended the design and preconstruction services agreement ACON35422 to authorize limited construction administration in support of the long lead procurements.
In October 2022, an agreement for design and preconstruction services was awarded at the conclusion of publicly advertised, qualifications-based solicitation for design and construction.
On March 22, 2022 the Mayor and Council approved a change in scope for CS00240 – Sports Complex Maintenance Building. This action changed the project from a small maintenance office expansion to a replacement maintenance shop and secured maintenance yard as part of a larger sequence of Peoria Sports Complex improvements.
Future Actions:
The final design of the Sports Complex Maintenance Shop brings clarity to the final locations of the requisite public utility infrastructure necessary to serve the building. The dedication of utility easements will be brought to the City Council for approval in Summer 2024.
During land survey due diligence on the project, a drainage easement to the Flood Control District of Maricopa County for the purpose of the construction of the Skunk Creek channel was discovered. The 1987 easement burdened the land mass of the former Greenway Sports Park. The City of Peoria and the Flood Control District of Maricopa mutually desire to retreat the easement limits to the Skunk Creek and will bring forth the appropriate dedication/abandonment exhibit for the Board of Supervisors and City Council approvals. |
