Grants, Governor's Office of Highway Safety, Highway Safety Projects 

Purpose:

Discussion and possible action to: (a) authorize the City Manager to accept five grants totaling $189,721 from the Governor's Office of Highway Safety for various enforcement and education efforts; and (b) approve a budget amendment in the amount of $189,721 from the Contingency Fund to various Governor's Office of Highway Safety Fund accounts.

Summary:

The Peoria Police Department desires to accept funding provided by the Governor’s Office of Highway Safety in the amount of $189,721.  Funding has been provided for the five grants detailed below.

 

Accident Investigation Training:  Funding in the amount of $6,032 has been provided to support training and materials and supplies (motion performance equipment and drag sled/scale) to enhance evidence collection while on scene of a traffic investigation throughout the City of Peoria. These funds would allow the increased accuracy of reconstruction of coefficient friction and the drag factor for a specific section of the roadway for the Vehicular Crimes Unit detective and the traffic officers investigating.

 

DUI/Impaired Driving Enforcement:  Funding in the amount of $83,240 has been provided to support personnel services (overtime) and materials and supplies (breath test devices) to enhance DUI/Impaired driving enforcement throughout the City of Peoria.  These funds will allow personnel to conduct intensive patrols during identified holidays and special events where there is an increase of alcohol consumption, as well as continue participation in multi-agency DUI task force operations.

 

Pedestrian and Bicycle Safety Enforcement and Education:  Funding in the amount of $35,313 has been provided to support personnel services (overtime) and materials and supplies (bike helmets). This funding includes back-to-school and school bus zone enforcement projects, partnering with the Peoria Unified School District to identify school bus loading and passing violations, and holding bike safety events throughout the year. 

  

Selective Traffic Enforcement Programs (STEP):  Funding in the amount of $42,827 has been provided to support personnel services (overtime) and materials and supplies (speed detection devices) to enhance STEP enforcement throughout the City of Peoria. Traffic services and speed control are the focus of these STEP programs.

 

Motorcycle Safety Training and Education:  Funding in the amount of $22,309 has been provided to support personnel services (overtime) and materials and supplies (traffic cones) to enhance motorcycle safety training and education throughout the City of Peoria. This funding will allow personnel to educate both novice and experienced riders about inherent safety concerns surrounding the operation of motorcycles.  This will be done by providing classroom and hands-on instruction to motorcycle operators in a controlled environment.

 

These grants provide funding through September of 2024. Media releases emphasizing the importance of these programs and specifying that funding is provided by the Governor's Office of Highway Safety will be developed and distributed as needed.  

Previous Actions/Background:

City Council has previously accepted grants from the Governor’s Office of Highway Safety. This will be the 20th consecutive year the Peoria Police Department has received grant funding from the Governor’s Office of Highway Safety.

Staff Recommendation:

Authorize the City Manager to accept $189,721 from the Governor’s Office of Highway Safety (GOHS) to be used by the Peoria Police Department for various enforcement and education efforts and approve a budget amendment in the amount of $189,721 from the Contingency Fund to various Governor's Office of Highway Safety Fund accounts.

Fiscal Analysis:

Request a budget adjustment of $189,721 from the Contingency Fund to the Governor’s Office of Highway Safety Grant Fund, thus providing expenditure authority in the amount of $189,721.
