Contract, Capital Improvement Projects, Pavement Management Program, Rehabilitation and Pavement Preservation Olive Avenue 

Purpose:

Discussion and possible action to award contract in the amount of $1,658,024 to contractor, Nesbitt Contracting Company, Inc. pursuant to Job Order Contract, ACON09322 for Pavement Maintenance and Repairs to Olive Avenue from Loop 101 to 99th Avenue.

Summary:

As part of the Public Works Streets Division’s Pavement Management Program, a technical survey was completed and presented to City Council on March 3, 2021. The survey information was used to prioritize needed treatment schedules based on operational goals and objectives that are part of the lifecycle maintenance program. The evaluation of Olive Avenue from Loop 101 to 99th Avenue indicated age and cracking have degraded the road beyond regular preservation. The survey results indicated this section of road as a priority in this fiscal year to restore pavement surface conditions. Recommended treatment of this roadway section is a mill and overlay using high-volume asphalt concrete. This "mill and overlay" will eliminate multiple distresses, provide a smoother riding surface, and extend the pavement lifecycle.

Previous Actions/Background:

The City Council received a presentation on the City's Pavement Management Program at the March 3, 2021 Study Session. The method of contractor selection was in accordance with the City of Peoria policies and applicable authority as overseen by the Materials Management Division of the Budget and Finance Department.  A Request for Proposals was issued in 2021 to select two (2) Job Order Contractors for ongoing Pavement Maintenance and Repair Services for the Public Works/Streets Department. Nesbitt Contracting Company, Inc. was selected during this competitive RFP process and was subsequently selected for this project based on their past positive performance with the City and their expertise with Pavement Maintenance and Repair projects. 

Staff Recommendation:

Staff recommends that Council award contract for rehabilitation and maintenance of Olive Avenue; Loop 101 to 99th Ave as part of the Public Works, Streets Division’s Pavement Management Program.

Fiscal Analysis:

Funds available in 4254-4254-543001-CIPST-PW13000.
