| | | | | | | | SUBJECT:
| Grants, Arizona Department of Homeland Security, Statewide Disaster Response Program |
|
| | | | | | | | Purpose:
Discussion and possible action to: (a) authorize the acceptance of two grants from the Arizona State Department of Homeland Security totaling $58,000, and (b) approve a budget amendment in the amount of $58,000 from the Contingency Fund to the Arizona State Department of Homeland Security Grants Fund. |
| | | | | | | | Summary:
The Peoria Police Department desires to accept grant funding from the Arizona Department of Homeland Security (AZDOHS) in the amount of $58,000. These funds will assist in further integrating Peoria as part of the Statewide Disaster Response Program. This will be done by 1) strengthening chemical, biological, radiological, nuclear or explosive (CBRNE) weapon detection, response and decontamination capabilities; and 2) sustaining and enhancing the Terrorism Liaison Officer (TLO) program.
The Department has been awarded $40,000 to enhance the functionality of the Peoria Special Weapons and Tactics (SWAT) team CBRNE response. Funds will be used to purchase multi-purpose night vision Binoculars. Funding will also be used to provide training to tactical team members. The new equipment purchased with these funds will enhance search and detection capabilities of the SWAT team in the event a CBRNE response is needed.
The Department has been awarded $18,000 to support TLO operations. The TLO program functions as a field intelligence unit supporting police tactical, hazardous material, explosive special operations and uncommon event types. Funds granted will be used to purchase telecommunication services, equipment, and training for the TLO response unit.
These grants are reimbursable with funding through September 2024. |
| | | | | | | | Previous Actions/Background:
City Council has previously accepted grants from AZDOHS. This will be the seventeenth consecutive year that the City of Peoria has received grant funding from this organization. |
| | | | | | | | Staff Recommendation:
Accept two grant awards in the amount of $58,000 from the Arizona Department of Homeland Security and approve a budget adjustment in the amount of $58,000 from the Proposed Grants Contingency Fund to the Department of Homeland Security Fund, thus providing expenditure authority. |
| | | | | | | | Fiscal Analysis:
Request a budget adjustment of $58,000 from the Contingency Fund to the Homeland Security Grant Fund. There is no fiscal impact with this amendment; Arizona State Department of Homeland Security approved $58,000 funding to the City of Peoria.
