Contract, MGC Contractors, Inc., Central Arizona Project Pump Station Rehabilitation Project 

Purpose:

Discussion and possible action to approve a contract in the amount of $1,909,448 with MGC Contractors, Inc. to provide long lead equipment procurement services for Phase 1 of the Central Arizona Project Pump Station Rehabilitation Project, in accordance with budget authority previously approved by Council

 

 

Summary:

The City’s FY2024-FY2033 Capital Improvement Program (CIP) includes funding for the design and construction of improvements to the City’s distribution and production facilities to meet Peoria’s operation needs and water quality standards. The City maintains and operates the raw water Central Arizona Project (CAP) Pump Station and pipeline located on the northwest corner of 163rd Ave at the CAP Canal. The CAP Pump Station was originally constructed in 2001 and ownership of the facility was transferred to the City in 2009. The facility serves the Quintero Community and is the only source of water for this area of Peoria.

In 2019, the City hired a consultant to perform a condition assessment of the facility and provide recommendations, which included the replacement of the existing pump system and the installation of an electrical building. In 2021, the City selected an engineering firm via the RFP process to provide design services for the rehabilitation of the CAP Pump Station. The rehabilitation is intended to reduce the level of maintenance required by operators, increase system reliability, bring the site up to current City standards, and includes:

 

• Replacing the existing two pump (low suction canal pumps and vertical turbine pumps) system with a vertical turbine pump system mounted along the CAP canal wall.
• A new equipment building to house the new electrical equipment.
• A hydro-pneumatic tank to mitigate the risks associated with transient events such as negative and high pressures.
• A new radio antenna to address recent communication issues.

A phased approach will be employed on this project. Phase 1, as discussed above, is the procurement of long lead items. Phase 2 of the CAP Pump Station Rehabilitation Project will involve the construction of the planned improvements. A contract amendment for Phase 2 (Construction) will be brought before council in FY2025.

The City is using a Job Order Contract with MGC Contractors, Inc. (MGC). The City issued a Request for Proposals in 2023 to select four Job Order Contractors for Water/Wastewater Treatment Facilities projects. MGC was selected during this competitive process.

Procurement of long lead equipment is expected to begin in the fall of 2023 and be complete by the summer of 2024. The long lead items include electrical gear, pumps, and the pre-cast electrical building.


Previous Actions/Background:

There are no previous Council actions on this project. The City Attorney’s Office, Materials Management Division, and the Development and Engineering Department administratively approved all previous contractual items.

Staff Recommendation:

Staff recommends approval of a contract for Phase 1 of the project with MGC Contractors, Inc. in the amount of $1,909,448, in accordance with budget authority previously approved by Council.
Fiscal Analysis:

Funding for this contract is available in the FY2024-FY2033 Capital Improvement Program budget for the CAP Pump Station Rehabilitation Project (UT00274). Payments will be made from 2222-2292-543011-CIPWR-UT00274.
