Final Plat, The Trailhead, Happy Valley Road and 83rd Avenue 

Purpose:

Discussion and possible action to approve a Final Plat of The Trailhead located on Happy Valley Road and 83rd Avenue. Subject to stipulations.

Summary:

The purpose of the Final Plat is to split the existing parcels into five commercial parcels to be developed for mixed use including commercial, church and multifamily residential.  A portion of this development is within the City’s water service area with the remainder in the Sunrise Water Company service area. The development is within the City’s sewer service area. 

 

The site plans for the commercial (SP17-32) and church (SP22-03) projects were reviewed by the City and approved in September 2022 and March 2023, respectively. The multifamily residential (SP22-04) site plan is still under review by the City. No significant changes were made to the proposed Final Plat. By splitting the parcel into five commercial parcels, it will allow the developers to proceed with development according to the approved site plans.

Previous Actions/Background:

The zoning case (Z17-27) and general plan amendment case (GPA17-04) were reviewed by the City and approved in April 2022.
Staff Recommendation:

Staff recommends the approval and subsequent recordation of the attached Final Plat subject to the following stipulations:

 

  1. All civil plans must be approved by the City of Peoria (City) prior to recordation of the Final Plat.

 

  1. An approval of design from the Development and Engineering Department for the necessary improvements in accordance with the City Subdivision Regulations, as determined by the City Engineer, must be obtained prior to recording the Final Plat.

 

  1. The developer must provide a financial assurance in the amount agreed upon by the City Engineer and an Agreement to Install for construction of the infrastructure improvements in accordance with the City Subdivision Regulations, prior to recordation of the Final Plat.

 

  1. In the event that the Final Plat is not recorded within 60 days of Council approval, the Final Plat will become void.  The developer may request re-approval from the City, with the understanding that the City has the option of imposing additional requirements or stipulations.
Fiscal Analysis:

No fiscal impact.
