Contract Approval, Felix Construction Company, Pleasant Valley Reservoir and Booster Pump Station Reclaimed Conversion Project 

Purpose:

Discussion and possible action to approve a contract with Felix Construction Company for construction of the Pleasant Valley Reservoir and Booster Pump Station Reclaimed Conversion Project, for a guaranteed maximum price of $3,938,182.

Summary:

The City’s ten year Capital Improvement Program (CIP) includes the Reclaimed Water System Upgrade Program (UT00511) and the Water System R&M Expense Program (UT00438), which will provide funding for the conversion of the Pleasant Valley Reservoir and Booster Pump Station from a potable water facility to a reclaimed water facility.

 

The Pleasant Valley Reservoir and BPS was originally constructed in 2002 to provide potable water to the Pleasant Valley community and surrounding communities in Pressure Zone 5. The facility became redundant and was no longer needed to maintain system pressures or meet demands after construction of additional potable water facilities in north Peoria.  In 2019, staff was tasked with expanding the reclaimed system in north Peoria to deliver water from the Beardsley Water Reclamation Facility (WRF) to Paloma Park.  Because the Pleasant Valley facility was no longer needed to support the potable water supply, staff identified it as an ideal location for a reclaimed water reservoir and booster pump station.  The decision to repurpose and convert the existing BPS to a reclaimed water facility will save approximately $8.3 million over building a new reservoir and booster pump station. The City will also save approximately $2.8 million by repurposing one mile of potable waterline that is currently used to fill the reservoir from the lower pressure zone.

 

If approved, this facility will become a key component of the reclaimed water infrastructure in north Peoria. This facility will act as a hub to receive water from the Beardsley WRF and if needed send flows back to Beardsley.  Future modifications will allow reclaimed water to be moved to and from the Vistancia reclaimed system, providing greater operating flexibility citywide. The project is scheduled to start construction in December of 2023, with an anticipated project completion date of summer of 2024.

Staff Recommendation:

Staff recommends approval of the contract with Felix Construction Company for construction of the Pleasant Valley Reservoir and Booster Pump Station Reclaimed Conversion Project in the amount of $3,938,182.15.

Fiscal Analysis:

Funding will is available in the FY2024 CIP for construction of the Pleasant Valley Reservoir and Booster Pump Station Reclaimed Conversion Project.  Payments will be made from 2050-2140-CIPWW-543011-UT00511, 2400-2550-CIPWW-543011-UT00511, 2050-2140-CIPWW-543011-UT00438 in the amount of $3,553,394.17.
