Contract Amendment, B&F Contracting, Inc., Happy Valley Road and 98th Avenue Alignment Median Modifications 

Purpose:

Discussion and possible action to approve a contract amendment to B&F Contracting, Inc. for a Guaranteed Maximum Price amount of $1,303,139 for the construction of a traffic signal and median improvements at Happy Valley Road and 98th Avenue alignment, in accordance with budget authority previously approved by Council.

Summary:

The City’s FY2024-FY2033 Capital Improvement Program includes funding for the design and construction of a traffic signal and median improvements at the Happy Valley Road and 98th Avenue alignment. Due to sight distance issues on Happy Valley Road at the Lake Pleasant Crossing and Mountainside Crossing driveways, modifications to the existing left turn lane medians are necessary. This project will include construction of median modifications, installation of a traffic signal, ADA concrete ramps, concrete sidewalk, providing power for the new traffic signal, restoration of landscape, landscape irrigation, signage, and striping.  Upon completion, the project will provide drivers with better visibility of on-coming traffic before performing left-turn movements.

 

Construction is expected to begin in winter 2024 and be completed in summer 2024.

Previous Actions/Background:

There are no previous Council actions on this project.  The City Attorney’s Office, Materials Management Division, and the Development and Engineering Department administratively approved all previous contractual items.

Staff Recommendation:

Staff recommends approval of the contract amendment to B&F Contracting, Inc. for a Guaranteed Maximum Price amount of $1,303,139 for the construction of a traffic signal and median improvements at Happy Valley Road and 98th Avenue alignment, in accordance with budget authority previously approved by Council.

Fiscal Analysis:

The City is using a Job Order Contract (JOC) with B&F Contracting, Inc. for this project. The original contract was for preconstruction services in the amount of $7,238.  The contract amendment is for design and construction services in the amount of $1,303,139. The total contract aggregate amount is $1,310,377.

 

Funding is available in the FY2024 Capital Improvement Program budget for the Happy Valley Road and 98th Avenue Intersection/Median Modifications Project (EN00780). Payments will be made from 7010-7075-543011-CIPST-EN00780.
