Code Amendment, Chapter 11, Massage Facilities 

Purpose:

Discussion and possible action to adopt ORD. 2023-20 amending Chapter 11 of the Peoria City Code (1992 Edition) pertaining to Massage Facilities and Functionally Equivalent Bodywork Establishment Operations, by adding sections 11-162 through 11-183.  

Summary:

The Peoria Police Department is requesting an amendment to city code 11 to add sections 11-162 through 11-183 which will affect business license requirements and authorize safety inspections for Massage Facilities and Functionally Equivalent Bodywork Establishment operations.

 

This ordinance aims to ensure the safety and legitimacy of massage establishments by imposing  licensing requirements, including background checks and proof of professional training for massage therapists. It also establishes operating hours and specific code of conduct guidelines for employees and owners, promoting transparency and preventing illicit activities. Additionally, the ordinance enables regular inspections and compliance checks to maintain the integrity of the massage parlor industry within the City of Peoria, ultimately safeguarding the well-being of the community and enhancing public trust in these establishments.

Staff Recommendation:

Staff recommends approval of the amended City Code 11 and Ordinance – Massage Facilities and Functionally Equivalent Bodywork Establishments Operations.
