Purpose:

Discussion and possible action to recommend approval to the State Liquor Board for:

 

A New On-Sale Beer and Wine (Series 07) Liquor License for Postino Peoria, located at 16165 North 83rd Avenue, Andrea D. Lewkowitz, Applicant, LL#23-011085.

 

A Location Transfer for an Off-Sale All (Series 09) Liquor License for Circle K #3367, located at 8327 West Thunderbird Road, Maria D. Burgess, Applicant, LL#10007688.

 

A New Off-Sale All (Series 09) Liquor License for Dashmart, located at 14131 North Rio Vista Boulevard, Andrea D. Lewkowtiz, Applicant, LL#22-010040.

 

A New Wine and Beer (Series 10) Liquor License for Turquoise Wine Bar Peoria, located at 9299 West Olive Avenue #101, Jennifer Sinconis, Applicant, LL#23-011005.

 

A Location and Person Transfer for an On-Sale Beer and Wine (Series 07) Liquor License for Turquoise Wine Bar Peoria, located at 9299 West Olive Avenue #101, Jennifer Sinconis, Applicant, LL#23-011005.

Summary:

Postino Peoria, is a new wine cafe. The owner has applied for a new On-Sale Beer and Wine (Series 07) Liquor License The application agent is Andrea D. Lewkowitz.

 

Series 07—permits the retail sale of beer and wine for consumption on and off premises.

 

Some of the businesses around Postino Peoria are Red Robin Gourmet Burgers and Brews, P.F. Chang’s and Hash Kitchen. There are no staff concerns with Postino Peoria. The public hearing notice was posted for at least 20 days, and no comments were received during the posting period. The license application was reviewed according to State law and all Departments gave approvals.

 

Circle K #3367, is an existing gas station. The owners has applied for a Location Transfer for an Off-Sale All (Series 09) Liquor License.  The application agent is Maria D. Burgess.

 

A Series 09 liquor store license is a "quota" license available only through the Liquor License Lottery or through purchase on the open market.  Once issued, this type of liquor license is transferable from person to person and/or location to location within the same county.  It allows for a spirituous liquor store retailer to sell all types of spirituous liquors, only in the original unbroken package, to be taken away from the premises of the retailer and consumed off the premises.

 

Some of the businesses around Circle K #3367 are Subway, Discount Tire and Sprouts Farmers Market.  There are no staff concerns with Circle K #3367.  The public hearing notice was posted for at least 20 days, and no comments were received during the posting period.  The license application was reviewed according to State law and all Departments gave approvals.

 

Dashmart, is an existing online convenience store. The owners has applied for a new Off-Sale All (Series 09) Liquor License.  The application agent is Andrea D. Lewkowitz.

Turquoise Wine Bar Peoria, is an existing wine bar. The new owner has applied for a New Wine and Beer (Series 10) Liquor License.  The application agent is Jennifer Sinconis.

 

Series 10—permits the retail sale of beer and wine for consumption off premises.

 

Some of the businesses around Turquoise Wine Bar Peoria are Arizona Self Storage, Foddrill Motorsports and Quick Dispense.  There are no staff concerns with Turquoise Wine Bar Peoria.  The public hearing notice was posted for at least 20 days, and no comments were received during the posting period.  The license application was reviewed according to State law and all Departments gave approvals.

Previous Actions/Background:

There has never been a liquor license at 16165 N 83rd Avenue.

 

In December 2006, the Mayor and Council recommended approval to the Arizona State Liquor Board for Circle K #3367 for a New Wine and Beer (Series 10) Liquor License located at 8327 W. Thunderbird Road.

 

In January 2022, the Mayor and Council recommended approval to the Arizona State Liquor Board for Dashmart for a New Wine and Beer (Series 10) Liquor License located at 14131 N. Rio Vista Boulevard.

 

In June 2014, the Mayor and Council recommended approval to the Arizona State Liquor Board for Winery 101 for a New Domestic Farm Winery Liquor License (Series 13) located at 9299 W. Olive Avenue Suite 101.

Staff Recommendation:

Pursuant to Arizona Law the City must make a recommendation to the State Liquor Board regarding the approval of applications to sell alcoholic beverages in the City. The standard for the City’s recommendation is whether the best interest of the community will be served by the issuance of these licenses and whether the public convenience is served. Staff recommends approval of the above licenses.
