Discussion and possible action to authorize the City Manager to execute an Amendment to the Intergovernmental Agreement for shared joint use of swimming pool facilities between the City of Peoria and the Peoria Unified School District to extend the Agreement to December 31, 2024.

The City has benefitted from the relationship with the Peoria Unified School District (PUSD), including the shared joint use of facilities.

Both parties request to extend the term in order to have the Intergovernmental Agreement (IGA) effective through December 31, 2024. All other terms and conditions of the IGA are to remain in full force and effect.

Approval of this IGA will allow the City Aquatics Division to continue its services and programs (i.e. – swimming lessons, open swim and special aquatic events) at the Sunrise Mountain, Peoria and Centennial High School sites. In calendar year 2023, there were 27,067 patrons who participated in our various fee-based aquatics programs at these public pools. For calendar year 2024, the Peoria swim season is scheduled to begin March 25.

The City and PUSD have had a longstanding Agreement with regard to pools beginning with Peoria Pool. The IGA was updated in 2000 when Centennial Pool was built and again in 2004 when Sunrise Pool opened. It has been renewed additional times with the last being March 7, 2017. Peoria City Council approved an extension of the current Intergovernmental Agreement on March 22, 2022, extending the agreement until December 31, 2023.

Staff recommends approving the Intergovernmental Agreement for the shared joint use facilities of swimming pools between the City of Peoria and the Peoria Unified School District.
