Summary:
Like many private and public employers in Arizona and across the nation, the City of Peoria is facing increased challenges to recruit and retain employees. These workforce challenges, if left unaddressed, can hamper the ability to provide vital services.
Several factors drive the workforce challenges, and as the state’s economy and cost of living increased in recent years, the competition for workers increased sharply. Those employees represented by the American Federation of Federal, State, County and Municipal Employees (AFSCME), Local 3282, have felt the impact of these challenges more sharply than others.
AFSCME employees represent the largest group within the workforce, earn the lowest annual wage, and have experienced significant turnover in the past 17 months. Higher turnover leads to temporary increases in workload, putting strain on existing employees.
Addressing the challenges posed by turnover, increased workload, and inflation, through a lump sum payment will not only demonstrate your commitment to the workforce but also contribute to a positive and motivated work environment.
In consideration of the aforementioned factors, we seek your approval for a 5% discretionary lump sum payment to recognize the superior public service provided by eligible AFSCME employees and support efforts in responding effectively to the challenges of employee turnover, increased workload, and unprecedented inflation.
