Discussion and possible action to approve a budget amendment and use of reserves for the amount of $100,000 to advance the preconstruction planning and bidding efforts for the PW00150 Roof Replacement capital improvement project funded in the adopted Fiscal Year 2025 Capital Improvement Project.  This final project phase will entail roof replacement and building envelope maintenance at City Hall located at the Peoria Municipal Complex at 84th Avenue and Monroe Street.

The Peoria Municipal Complex was constructed in two phases between 1991 and 1993 with all buildings now passing their thirtieth year of service.  In addition to their distinctive red tile roofs, each building also has traditional flat roofs, paver covered flat roof balconies, and visually concealed gutter systems.  The City Hall roof replacement and building envelope maintenance is the final project in the series of roof replacements which started with the Municipal Court roof replacement in 2011.  Most recently staff completed the Main Library and Council Chambers roof replacements and envelope maintenance in 2018 and 2022 respectively which allowed for the harvesting of enough of the 1990’s era profiled concrete roof tiles necessary to match and make up for tile losses when re-roofing City Hall.

For citizen and worker safety and to address deterioration in the building fascia, soffits, and masonry and glazing joint systems, it will be necessary to scaffold the building’s perimeter.  Costs for such are substantial and the visual impacts will be appreciable.  For this reason, staff is recommending that this work be completed before further improvements are undertaken in front of City Hall.  The former municipal complex fountain footprint, recently demolished and stabilized for future improvements, is an ideal location to position the crane needed to reach the building skylights and to deploy and reclaim materials from the highest 3^rd story roof of City Hall.

The roof replacements and weatherization maintenance will require 3 to 4 months to complete.  To avoid seasonal rains, the ideal windows to complete this work are September through December and March through June.  This Council request will enable the preconstruction planning and bidding efforts to commence in Spring 2024 with the goal of completing the physical work starting September 2024.

There are no previous actions pertinent to this phase of roof replacement for City Hall.

Staff recommends that the Council approve a budget amendment and use of reserves for the amount of $100,000 to advance the preconstruction planning and bidding efforts for the PW00150 Roof Replacement capital improvement project funded in the adopted FY2025 CIP.  This approval will allow for the start of the roof replacement and building envelope maintenance at City Hall located at the Peoria Municipal Complex at 84^th Avenue and Monroe Street.

A budget amendment is required to commence this project ahead of its adopted FY2025 funding.   The department is requesting a budget amendment of $100,000 from the City’s FY2024 contingency appropriation.
