Discussion and possible action to recommend approval to the State Liquor Board for:

A New Domestic Microbrewery (Series 03) Liquor License for Throne Brewing, located at 9299 West Olive Avenue Suite 513, Doajo D. Hicks, Applicant, LL#24-000150. 

A New Restaurant (Series 12) Liquor License for Sala Thai Restaurant, located at 8278 West Lake Pleasant Parkway #105, Phimphone Khounsavath Applicant, LL#23-010717.

Throne Brewery-Peoria, is an existing microbrewery, located at 9299 West Olive Avenue Suite 513.  The new owners has applied for a New Domestic Microbrewery (Series 03) Liquor License.  The application agent is Doajo D. Hicks.

A Series 03 is a non-transferable liquor license that allows for on & off-site retail privileges for a licensed in-state microbrewery which produces more than five thousand (5,000) gallons, and less than one million two hundred forty thousand (1,240,000) gallons, of beer during the 12-month reporting period. With this license, the in-state microbrewery may sell beer produced or manufactured on the premises for consumption on or off the premises (no other spirituous liquors), may make sales and deliveries of beer to persons licensed to sell beer, may serve beer produced or manufactured on the premises for the purpose of sampling.  Internet sale of liquor is not permitted in the state of Arizona.

Some of the businesses around Throne Brewing are Circle K, Turquoise Wine Bar and Quik Trip. There are no staff concerns with Throne Brewery. The public hearing notice was posted for at least 20 days, and no comments were received during the posting period. The license application was reviewed according to State law and all Departments gave approvals.

Sala Thai Restaurant, is an existing restaurant located at 8278 W. Lake Pleasant Parkway #105. The new owners have applied for a New Restaurant (Series 12) Liquor License.  The application agent is Phimphone Khounsavath.

A Series 12 Restaurant license is a non-transferable license that allows for the restaurant to sell and serve all types of spirituous liquor solely for consumption on the premises.  A Restaurant license requires that at least forty percent (40%) of the restaurant’s gross revenue comes from the sale of food.  Failure to meet the 40% food requirement may result in revocation of the license.

Some of the businesses around Sala Thai Restaurant are Goodwill, Fabio on Fire and Chase Bank. There are no staff concerns with Sala Thai Restaurant.  The public hearing notice was posted for at least 20 days, and no comments were received during the posting period.  The license application was reviewed according to State law and all Departments gave approvals.

In August 2020, the Mayor and Council recommended approval to the Arizona State Liquor Board for Throne Brewery-Peoria for a New Domestic Microbrewery (Series 03) Liquor License, located at 9299 West Olive Avenue Suite 513.

In January 2021, the Mayor and Council recommended approval to the Arizona State Liquor Board for Sala Thai Restaurant for a New Series 12 Restaurant Liquor License located at at 8278 W. Lake Pleasant Parkway #105.

Pursuant to Arizona Law the City must make a recommendation to the State Liquor Board regarding the approval of applications to sell alcoholic beverages in the City. The standard for the City’s recommendation is whether the best interest of the community will be served by the issuance of these licenses and whether the public convenience is served. Staff recommends approval of the above licenses.
