Summary:
In 2018, the City applied for and received federal funding for the construction of a new multi-use pathway known as Stadium Trail, located along the north side of Skunk Creek from 83rd Avenue to 73rd Avenue. Stadium Trail consists of a multi-use concrete path with unpaved shoulders and is situated primarily within land currently owned by the City of Peoria and the Flood Control District of Maricopa County (FCDMC). Phase 1 is under construction and anticipate completion later this year. The Stadium Trail Phase 2 project will build on the improvements constructed with Phase 1 and consists of approximately 0.15 miles of new multi-use path, a clear span pedestrian bridge of Skunk Creek upstream of its confluence with the ACDC, and an undercrossing of the 75th Avenue bridge to connect to the existing trail along the ACDC east of 75th Avenue.
In order to receive federal funding and comply with federal design, land acquisition and construction processes, the City entered into an Intergovernmental Agreement (IGA) with the State (Arizona Department of Transportation). The IGA included both federal and local City funds to pay for the design and construction of the project, which at that time was estimated to be $2,703,608.00. Of that amount, $260,000.00 was budgeted for design and $2,443,608.00 for construction. The City’s share of the original estimated amount was $399,286.
As the design moved forward, the estimated cost of construction increased to $4,182,255.00. To address and mitigate the cost increase, staff worked with Maricopa Association of Governments (MAG) and applied for close-out funding. This effort was successful, and MAG awarded the City an additional $1,639,544.00 in federal funding resulting in the City receiving a total of $3,943,866.00 in federal aid for construction. The City’s contribution for construction also increased similarly from $139,286.00 to $238,389.00. The purpose of Amendment No. One to the IGA is to revise the design and construction costs in the Agreement to correspond to the additional federal construction funding and the corresponding increase in City construction funding. The estimated federal and local costs for design and construction are summarized in the Project Cost Summary Table.

Staff had initially anticipated execution of this agreement in FY25 and have requested funding to accommodate the increased local match in FY25 CIP. However, in order to meet the current schedule for obligation of Federal funding and associated administrative processes, ADOT has initiated this modification this fiscal year, necessitating the request for additional funding from contingency.
The design for the project is complete. Construction is anticipated to begin in the fall of 2024 and be complete by fall 2025.
