Discussion and possible action to concur with the Planning and Zoning Commission's recommendation and adopt RES. 2024-25, approving a Minor General Plan Amendment to the Future Land Use Map by changing the land use designation from Estate Residential (0-2 du/ac) to Public Use for approximately 21 acres, and from Park / Open Space to Public Uses for approximately 1 acre. |

The Rose Law Group, on behalf of EDFR - Beehive Energy Storage, LLC, is requesting the approval of a Minor General Plan Amendment to facilitate the development of a new Battery Energy Storage System (BESS) on a 22- acre site located on Old Carefree Highway, approximately 1.9 miles west of Lake Pleasant Parkway. The site is adjacent to the APS Raceway substation.
To avoid redundancy, the report and the associated information is included in the accompanying Rezone staff report (Z23-04). |

- On March 21, 2024, the Planning and Zoning Commission held a public hearing regarding this case. The Commission voted 5-0, recommending approval of the Minor General Plan Amendment.
- The applicant was present to speak on behalf of the request.
- Prior to the Planning and Zoning Commission hearing, staff received one (1) letter of support from a nearby business.
