2024 Major General Plan Amendments (Update) 

Purpose:

Provide the City Council with an update on community input received thus far, address misconceptions, and identify refinements to the proposed amendments.
Summary:

The Peoria General Plan 2040 is the overarching policy document used by the City to guide future decisions related to growth, land use, public services, infrastructure and resource management.  State Statute requires the ratification of the General Plan at least every ten (10) years. The Peoria General Plan was last ratified by voters in November of 2020.

 

The General Plan is commonly considered a "living document", meaning it is subject to updates and refinements in intervening years to keep the Plan responsive to community priorities, evolving trends and other factors.  Amendments to the General Plan are either processed as "Major" Amendments or "Minor Amendments."  While there is a statutory distinction, in practice, the level of analysis and public outreach is nearly indistinguishable.

 

As part of the 2024 General Plan Amendment cycle, the City has proposed modifications in four areas:

 

  • New State Land designation and placement in two (2) strategic areas on the Future Land Use Map; and
  • Updates to the Circulation Map, identifying the current and future roadway network; and
  • Strengthening the text pertaining to parks and recreation classifications; and
  • Modification to the criterion governing Major and Minor Amendments.

 

After holding a Study Session with City Council on March 19, 2024, and the Planning & Zoning Commission on April 18, 2024, respectively, the City recently held city-wide open house meetings.  The City held the initial open house meeting on April 23, 2024 at Rio Vista Recreation Center and then followed up with a remote meeting on April 25, 2024.  Both meetings were well attended.  

 

Staff will provide a summary and briefing at the May 7, 2024 City Council meeting.
